Program Data Analyst

SUMMARY

Arcticom LLC, a company within the BSNC family, is currently seeking a qualified Data Analyst for the Bureau of Global Talent Management’s Board of Examiners Support Office. This position is self-managed and works independently or as a member of a team, at the direction of the Global Talent Management Division and Office leadership.  

Wage/Salary Range: $135K

The Data Analyst is role is directly related to the business operation supporting the Foreign Service objectives which directly affect all Department of State Foreign and Civil Service employees in all geographical areas of the world. This position will provide expert data analyses advice to stakeholders, including Department officials, managers, supervisors, employees, and vendors, where applicable, as well as oversee and conduct data analyses and prepare various statistical reports and supports the development of instruments and programs for the Foreign Service selection process, analyzes data to identify trends and make programmatic recommendations.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

The incumbent of this position will be responsible for performing the following functions:

·         Complete data analysis, and proficient in large amounts of data, for creating Excel pivot tables, graphs, and charts.

·         Foreign Service Assessment process and data within Recruitment, Examination and Evaluation Tracking Application (REETA), Knowledge Center.

·         Accessing REETA via Knowledge Center, to create graphs, infographics, and other methods to visualize data.

·         Work with the Knowledge Center and the REETA team to develop templates of BEX data, answer specific questions about assessment processes and outcomes of those processes to also address other BEX concerns involving data.

·         Thorough familiarity with the aims of BEX and able to analyze, working with Industrial Organizational Psychologists, if these aims are being met.

·         Familiarize goals and purposes to analyze data and identify trends and make programmatic recommendations.

·         Participate in, or lead, job analysis activities to oversee and conduct data analyses and prepare various statistical reports on a monthly, quarterly, annual, and ad-hoc basis.

·         Provide technical direction regarding psychometrics, research and survey design, analysis, and interpretation.

·         Serve as a consultant on issues associated with the development and utilization of assessments for use in key areas of Human Resources.

·         Conduct analytical studies in support of workforce planning and/or organizational initiatives.

·         Translate analytical results to communicate to a broad range of audiences.

·         Develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.

·         Evaluate test quality, including performing validation studies.

·         Keep abreast of the state-of-the-art educational technology and Industrial/Organization Psychology evaluation and assessment development tools.

·         Understand EEO guidelines and definitions as they pertain to BEX/customer data.

·         Document analytical processes and procedures.

·         Create presentations and reports based on recommendations and findings.

·         Develop and administer training for assessors and subject matter expert staff on assessment
