Department Overview
The Income Qualified Programs and Disadvantaged Communities (IQP) department within Customer Programs manages a suite of programs intended to benefit income-qualified households and disadvantaged communities (DACs) across PG&E’s service territory. The three primary programs include the Energy Savings Assistance (ESA) Program, which provides no-cost home weatherization, energy efficient appliances, and energy education to qualifying customers, and the California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) bill discount programs for qualifying households. In addition, the IQP Strategy and Policy team supports various pilot programs and program studies and evaluations, including several programs designed to increase electrification in rural communities.
Position Summary
The IQP Strategy and Policy team is seeking an Expert Program Manager. The successful candidate will be responsible for driving strategic outcomes that advance PG&E’s positions and desired direction for its income-qualified program portfolio. The selected candidate will both manage and support complex aspects of program design and implementation, including program ideation and development, program roll out, tracking and reporting, measurement and evaluation, and implementing program improvements and modifications throughout the program lifecycles. The Expert Program Manager will work closely with the CA Public Utilities Commission, and other California utilities (Investor-Owned Utilities, or IOUs) on current and near-term program development as well as other key stakeholders including the Low-income Oversight Board (LIOB), and various working groups and interested parties.
This position will be responsible for providing overall direction for PG&E’s income-qualified programs by creating data models to facilitate business decisions as to the future direction of PG&E’s portfolio, working with Directors and Managers both internally and externally to influence decision-making, and providing guidance around the industry regulatory and compliance environment and considerations. The position will support, and work closely with, PG&E’s regulatory and policy team to develop program applications, testimony, and proposals related to financial assistance programs and programs intended to benefit DACs.
This role requires a comprehensive understanding of the state regulatory processes, utility programs, and low-income customers, alongside the ability to effectively lead and manage cross-functional projects. The person in this role must possess an ability to identify innovative program design solutions, address complex strategic issues, have exceptional written and verbal communication for the desired audiences, and be an agile learner.

Qualifications
Minimum:
• Bachelor degree or equivalent experience in business
• 8 years of related experience or equivalent
Desired:
• Master’s Degree
• PMP Certification
• Extensive utility industry or regulatory experience
• Deep understanding of energy efficiency and/or low-income programs
Competencies:
• Strong written and verbal communications skills with ability to address issues, educate, influence and present complex information with ease and clarity to leadership and decision-makers
