Director Test and Evaluation (T&E).

Overview

Modern Technology Solutions, Inc. (MTSI) is seeking a Customs and Border Protection’s (CBP) Director Test and Evaluation (T&E) SME to join our team in support of the Department of Homeland Security Customs and Border Protection’s (CBP) Office of Acquisition (OA), Systems Analysis and Evaluation Branch (SAE). You will primarily be responsible for assisting the SAE in the design and development of test processes and plans, test execution, analysis and reporting.

 

CBP OA operates at the CBP Headquarters level and provides oversight and assistance to component acquisition programs within the three operating components of CBP: Office of Field Operations, Border Patrol and, Air and Marine Operations.  CBP OA SAE branch provides oversight and assistance to system performance analyses for assigned programs and projects using test and evaluation or modeling, simulation, visualization and/or analytics.   This position will be locted at the CBP Headquarters in Washington, D.C.

Responsibilities

As a Director Test and Evaluation (T&E) SME, you will primarily be responsible for assisting the SAE in the design and development of test processes and plans, test execution, analysis and reporting.  This position will be locted at the CBP Headquarters in Washington, D.C.

 

Your essential job functions will include but may not be limited to:

• Subject Matter Experts for the oversight and assistance of: Developmental Test and Evaluation; Integration Testing; Integrated Testing; Development of Special Purpose Test Equipment; Test Facilities and Environments; and Assessment Testing to veriy Technical Performance.
• Drafting policy and procedures for the Systems Analysis and Evaluation (SAE) Branch.
• Development or review of Operational Requirements Documents (ORDs), Functional Requirements Documents (FRDs) and System Engineering Life Cycle (SELC) Tailoring Plans.
• Analysis of Human Factors to evaluate human hardware/software interfaces to achieve optimal system performance.
• Development of Test Plans, Test Procedures, and Data Management and Analysis Plans for test events.
• Test conduct in the field including execution of dry runs and runs for record.
• Development of Test Event Gate Review (TEGR) documentation.
• Test site T&E support to include acquiring test support material and services as necessary to ensure uninterrupted execution of planned test events.
• Collection and analysis of test data to ensure accurate and complete test evaluation.
• Analysis of hardware and software failures and corrective action recommendations to vendors.
• Test reporting including Quick-Look Briefs, Presentations and Final Test Reports.
• Manage test data storage and test data archive.
