Description

The Program Coordinator- Health Workforce Capacity Building is in charge of the implementation and coordination of all activities designed to build and grow cleft competent health professionals and teams to provide safe and quality comprehensive cleft care in Madagascar, whether the care is provided directly through OS programs or through the national health system. Ultimately, the surgical landscape will be transformed, and the national health system and its capacity to provide quality patient care will be strengthened from these activities.

Planning, execution and wrap-up

•  Provide support to the management team during any educational needs assessment (on site or remote assessment)
• Determine all human resources needed to conduct program activities. Communicate them well in advance to appropriate team members for processing: to Regional Volunteer Management team and GME team for international educators; to Smile Clubs coordinator for non-medical volunteers and translators.
•  Determine all logistical resources needed to conduct program activities. Communicate them well in advance to appropriate team members for processing: to procurement team for purchases of goods and services; to HIES team for remaining needs.
•  Determine all financial resources needed to conduct program activities and communicate them well in advance to appropriate team members for processing.
•  Check that all human, logistical and financial resources are in place prior to start of program activities.
•  Ensure all stakeholders are kept well-informed before, during and after program activities through appropriate communication channels (information calls and e-mails, courtesy visits, team packets, reports…).
•  Ensure that all necessary agreements and authorizations have been obtained from all key technical partners (MOH technical departments, hospitals and other health facilities, government officials…),
•  Ensure that temporary medical licenses are obtained for international volunteers when applicable.
•  Lead the team to achieve success: medical volunteers, non-medical volunteers and other supporting staff and technical partners.
•  Liaise with necessary departments at OSI in the implementation of programs. 
• Ensure material checklists are checked and up to date before and after any activity as well as keeping a good layout of storage room 
•  Solve problems and follow crisis notification plan when applicable.
•  Ensure data and information are timely and well recorded for detailed documentation
• Provide accurate reports to help plan and develop future programs and to provide feedback to sponsors and volunteers. 
•  Manage cash advances and ensure timely reconciliation and reporting.

Cleft competency pathway

• Work with the Program Manager- National Health System Strengthening and medical leadership to develop a comprehensive training plan that aligns with the long-term goals of building multidisciplinary cleft care teams.
•  Identify and prioritize key training needs across various disciplines, including surgery, pediatrics, nursing, anesthesia, biomed, and allied health specialties, ensuring that all aspects of cleft care are addressed.
• Establish clear training pathways that guide the professional development of healthcare providers, from foundational skills to advanced specialized competencies.
• Collaborate with hospital partners to identify suitable candidates for training and ensure alignment with hospital capacity-building goals.
• Work closely with hospital administrators and department heads to schedule training sessions that fit within their operational workflows, minimizing disruptions to patient care.
• Facilitate knowledge transfer between visiting experts and local teams, ensuring that skills and practices are embedded and sustained within the partner hospitals.
•  Evaluate the impact of the activities through feedback from participants and performance assessments, refining future programs based on these insights.
• Encourage cleft competent healthcare providers to volunteer for Operation Smile.
•  Ensure data and information are timely and well recorded for detailed documentation

Volunteer Management

• Coordinate recruitment of medical volunteers.
•  Ensure information in the Global Volunteer Management System is up to date.
• Enroll in the cleft competency pathway based on training needs.
• Ensure the speediest credentialing process for Operation Smile volunteers.
