Knowesis is seeking a Human Capital Analyst to support executive-level program management, analysis, coordination, and administration of special human resources management (HRM) issues and projects that fall under the direct cognizance of the DHA Director of Healthcare Operations and/or pertaining to the effective accomplishment of the HCO's executive management, oversight, and operational duties/responsibilities.   

To be eligible for this position, candidates must possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements.

 The Job Duties and Responsibilities include but are not limited to the following:  

  • Responsibilities may involve sensitive and complex HRM matters regarding senior leader-managers and/or their billets.
  • Developing staffing requirements
  • Support recruitment/acquisition and selection actions
  • Assist with the administration of performance management matters for senior leader-managers, including Senior Executive Service, Highly Qualified Experts (HCEs), and other senior leadership positions.
  • Support requirements development for Inter-agency Personnel Agreements.
  • Aid in resolving any special staffing problems and sensitive personnel inquiries.

Required Qualifications:  

  • A minimum of two years (within the last five years) of project management experience within a DoD environment
  • Previous experience in human resources, data analysis, or a related field is often essential.
  • Prior experience in health plan communications
  • Experience working in a matrixed organizational structure with multiple stakeholders

Preferred Qualifications: 

  • Program Management Professional Certification
  • Lean Six Sigma/Six Sigma Certification
  • Strong analytical, problem-solving, and communication skills
  • Familiarity with HR practices, employment laws, and statistical analysis

Required Education: 

  • Master’s Degree in Healthcare Administration, Business Administration, or relevant discipline
