Your Specific Responsibilities:

This is a highly responsible position that serves as Director of Administrative Services for the Bureau of Public Health Laboratories (BPHL). This includes oversight of the budgeting, revenue cycle, purchasing and facilities management functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Oversee and coordinate the activities of the statewide administrative staff to ensure the effective and efficient operational support of the BPHL.  Ensure adherence to State and Department of Health policies and procedures in regard to disbursements, records management, and property control.  Formulate and enact internal policies as needed. Manage mobile communication devices. Monitor the Newborn Screening Program to maintain financial viability and compliance with established policies and procedures. Review classification packages and hiring requests in the FL Health Desk HR system.

 

Prepares or reviews financial and budget reporting requirements to provide timely reports and accurate information to the DOH Bureau Offices. This includes monthly spending plan, LBR schedules, FSR for grants, inventories, and financial statement forms. Monitor expenditures for budgetary control and ensure Federal grants funds are utilized appropriately. Support management staff by providing reports and technical assistance in fiscal operations. Work with DOH Budget Office and Division staff to obtain adequate funding levels.

 

Guide the activities of the Revenue Administrator to ensure proper oversight of the Billing, Revenue, Customer Service and Data Entry functions. Goals include the timely and accurate billing of laboratory charges, including third party claims, to the appropriate parties, depositing receipts in a timely fashion, recording revenue properly in FLAIR, reliable entry of customer demographics, quality customer service and interaction with clients, and collection of past due accounts.

 

Serve as the Contract Liaison for the BPHL as required.  Responsibilities will include Programmatic monitoring, maintaining the contract files, organizing, or attending periodic meetings with providers and preparing management reports.  Provide programmatic lead on competitive solicitations and assist in negotiations as required.

 

Develop and implement fiscal training program to onboard supervisors, managers and laboratory directors as required. Provide training tools and aides to assist in the dissemination of information for financial, purchasing and support functions for supervisory staff and end users.

 

Perform grant research activities to actively seek new funding opportunities from the Federal government and private funding sources. Gather data, investigate applicability, and present findings to management which meet strategic initiatives to implement new tests and methodol
