Job Description:

Lead the end-to-end development of web-based applications, from concept to deployment, ensuring optimal performance and user experience. Develop responsive and user interfaces using HTML, CSS, and JavaScript frameworks such as React, Angular, or Vue.js. Conduct thorough testing and debugging to ensure the quality and reliability of web applications.

Key Responsibilities:

• Engage in detailed consultations with IRS stakeholders to accurately capture and interpret their requirements, transforming these insights into technical specifications for new websites and applications that serve both internal operations and taxpayer services, while ensuring compliance with federal data security and privacy standards.
• Design and develop wireframes to meticulously plan the layout and structure of web pages and applications, focusing on intuitive navigation and information architecture to support the IRS’s commitment to accessibility and user-friendly design, in line with Section 508 accessibility standards.
• Collaborate closely with UI/UX designers and accessibility experts to determine the visual and interactive elements of web pages and applications, ensuring that all design choices enhance user experience for a diverse range of taxpayers, including those with disabilities, and adhere to IRS branding and federal usability guidelines.
• Conduct thorough functionality and accessibility testing of web pages and applications to guarantee they perform as intended across various devices and browsers, meet the IRS’s high standards for security and data protection, and provide an equitable, accessible user experience for all taxpayers.

Qualifications:

• Bachelor of Science Degree in Computer Science, Mathematics, Statistics, or Engineering, from an accredited college or university
• At least six (6) years of the total experience must have been in programming data base systems
• Expertise in at least one programming language, preferably JavaScript, Ruby, or PHP
• Solid knowledge of HTML/CSS
• Experience with mockup and UI prototyping tools

Minimum Eligibility:

• Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
• Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
