CRS Team Director, PMI REACH Malaria

About the role

As CRS Team Director, you will provide leadership and overall management of CRS’ subcontract from PATH under USAID-PMI’s REACH (Reaching every at-risk community and household with malaria services) global project. The purpose of the project is to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy, seasonal malaria chemoprevention, health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions. 

As CRS Team Director, you will provide operational oversight of subcontract implementation in CRS-led country buy-ins. In collaboration with PATH and CRS senior technical leadership, you will directly supervise technical leads who specialize localization, capacity strengthening, community health strengthening, and seasonal malaria chemoprevention for the overall project, including prime led activities and buy-ins. Ultimately, you will be responsible to coordinate with the CRS PMI REACH Malaria team, country programs, regional leadership and global technical staff to support the delivery of high-quality programming and advance the position of CRS as a leading agency in USG contracting and malaria programming.

  • Lead all aspects of the development, implementation and consolidation of the sub-contract, including sharing how the project contributes to the thought leadership to the entire contract. Serve as the primary point of contact to the prime awardee as well as public, private and non-government stakeholders. 
  • Coordinate yearly country workplans under the award so that they are designed and implemented to meet funder and prime contractor expectations in terms of timely and quality results and on budget, including strategies for phase-out and sustainability. 
  • Lead and encourage coordination between technical and operations leads. 
  • Lead and encourage adherence the CRS program quality standards per CRS MEAL policy and procedures.
  • Effectively manage senior technical and operations talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. 
  • Oversee the development of staffing plans and the recruitment process of core and senior country program-based staff.
  • Manage and mitigate risk through monitoring global, national & regional issues that may impact staff and programming. 
  • In coordination with country program leadership, ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans. 
  • Promote, uphold and model a commitment to the efficient use of CRS, donor and prime contractor resources. Ensure compliance with the subcontract and relevant regulations, including financial tracking and oversight of budgets, finance, administration and reporting to the prime awardee. 
  • Approve sub-contract expenditures, budget adjustments, and cost modification requests to prime contractor. Ensure accurate and compliant invoicing for core and country budgets. 
  • Oversee contract compliance and reporting, ensuring that CRS is meeting compliance requirements for travel approvals, inventory procurement and tracking, 1420s and other contractually mandated requirements.
  • Oversee monthly technical reporting, ensuring that CRS meets prime awardee standards, data quality reporting and indicators reported on in the approved MEL plan.
  • Represent CRS programming at PMI REACH Malaria fora, highlighting innovative work.
  • Coordinate with the prime awardee to publish program results and deliver presentations.
  • Coordinate the development of communication strategies and materials for CRS buy-ins, complying with funder, prime contractor, and PMI REACH branding and marketing requirements and procedures.
  • Manage relationships with consortium partner organizations, including participation in review/planning workshops. 
  • Provide strategic oversight of project knowledge management and learning framework. Contribute to CRS knowledge base of best practices and lessons learned to inform agency learning of USG contracting.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. 
  • Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance. 

 

  • Master’s degree in International Development, International Relations or a relevant technical area. Commensurate experience may be accepted in lieu.
