Senior Manager, Telecom Platform Engineering

The Network Engineering Manager will provide Leadership of Vanguard's Connectivity Services Engineering team with a focus on enhancing Vanguard's Wide Area Network (WAN), Metro Area Network, Cloud, and Internet Connectivity. The 10+ crew member team is responsible for managing and maintaining all of the various WAN network devices along with key vendor relationships with Vanguard's Enterprise Telecom providers.

This is an opportunity to lead one of Vanguard's key engineering team utilizing best-in-class and cutting edge network technologies in the Wayne, PA, (HQ) Office.

In This Role You Will

• Manage and lead staff. Provide guidance, training and motivation as necessary to develop staff. Hires evaluate and counsel personnel. Set challenging performance standards, review performance, provide feedback, and recommend wage increases in accordance with all applicable Human Resources policies and procedures. Follow corporate disciplinary procedures per established Vanguard standards as required.
• Plan, develop and execute short and long range goals/strategies to meet department, divisional and corporate objectives.
• Develop strong working relationships with internal clients and peers. Negotiate head count, project budget, and major deliverables. Coordinate activities across teams.
• Establish, communicate and drive continuous improvement of key performance, quality and client satisfaction metrics.
• Ensure high availability of critical business systems; Provide escalation support to operational teams.
• Own and maintain strong control environment to manage operational risks and meet regulatory requirements.
• Collaborate with architecture team to develop and maintain standards for infrastructure technologies.
• Manage the evaluation, selection and ongoing performance of IT vendor products and services, including contracting/consulting resources and managed services.
• Design, develop and maintains departmental budget. Manages expenses and ensures department operates within budgetary guidelines.
• Ensure staff complies with IT policies and procedures, especially those for quality, productivity, service levels and architecture standards that enable the team to meet established project milestones. Ensure staff complies with all IT Security and Human Resources policies and procedures.
• Maintain expertise and awareness of industry trends and technologies; making timely adjustments to strategies as appropriate.
• Manage special projects and performs other duties as assigned. Coordinate activities and interacts extensively across department lines.

What It Takes

• Undergraduate degree in a related field or the equivalent combination of training and experience preferred.
• Minimum 10 years of experience with 5 years leadership/management experience required
• Telecom Vendor management experience required.
• Strong negotiation skills.
• Demonstrated ability to develop and lead high performing teams.
• Excellent written and oral communication skills, including interviewing and presentation skills.
• Strong relationship management, analytical, problem solving and organizational skills.
• Broad knowledge of the financial services industry.
• Ability to effectively manage multiple tasks and/or projects concurrently.
• Flexibility, strong decision making skills and effective time management skills.
• Proven ability to work with attention to detail under tight time constraints.
• Familiarity with MS Office & Exchange.

Advanced Knowledge And Experience With Functional And Technical Aspects Of IT Support Services And Related Infrastructure Solutions, Capabilities And Technologies With Some Or All The Following

• Windows and/or Linux-based and zOS operating systems
• Virtualization – VMware/Hyper V
• Distributed Computing Hardware Technologies
• Public Cloud Providers
• Backup and restoration services
• Disaster recovery services
• Issue tracking systems
• Project management
• Network Technologies – SDN, Ethernet Fabrics, Firewalls, Load Balancers, WAN routers, SD-WAN, WiFi, etc.
• Telecom Carrier Technologies – WAVE, MPLS, DIA
• Vendor Management skills - Leadership and relationship management with large scale hardware, software, telecom carrier skills
