Job Description
This position Provides professional services work of a managerial nature in the coordination, implementation, and oversight of the Mail Processing and Resolution (MPR) Unit of the Maine Revenue Service’s (MRS) Operations Processing Center (OPC); covering a broad scope of diverse functions to meet operational needs. Responsibilities require using independent judgment, initiative, and discretion in directing and managing a group of State employees and seasonal temporary staffing contractors on varied and complex administrative matters in a fast-paced, highly productive work environment. Required abilities include maintaining a knowledge of tax forms, laws, and procedures; MRS rules and regulations; and state, agency, and departmental policies and procedures. Necessary skills consist of effective oral and written communication, exceptional internal and external customer service, detailed planning and organizing, adaptability, accuracy, and attention to detail.
REPRESENTATIVE TASKS:
- Oversees, directs, and manages the operations of the MPR Unit of the OPC. Evaluate processes, policies and procedures, systems, and work instructions, and recommend improvements in order to enhance operational efficiency and ensure that State of Maine revenues and data are protected, accurately processed, and properly reported.
- Develops for the MPR and presents to the OPC Manager, weekly action plans, to establish, direct, and oversee priorities for MPR and coordinate with other OPC units to ensure productivity is achieved, backlogs are minimal, and MRS’ Service Level Agreements (SLA) are met. This may require making ad-hoc operational decisions regarding day-to-day work activities.
- Ensures weekly team huddles are held to communicate with staff the week’s action plan and shares any required information with staff by posting of daily bulletins. Holds additional team huddles and updates bulletins as needed.
- Ensures quality internal and external customer service is provided concerning MRS mail processing, document scanning and data capture processes, systems exceptions, research, and resolution.
- Compiles production statistics for MPR and managerial reports for use in the planning and organizing of workflow and organizational issues that directly affect MPR’s work functions.
- As a member of the OPC leadership team, uses independent judgment, in conjunction with established escalation procedures, in determining when/how to report issues and incidents, proactively keeping management teams informed as required.
- Serves as OPC’s liaison to Central Print, State Postal and USPS to coordinate MRS mail printing and processing, provide/receive updates to policy and procedure, and ensure quality customer service is provided to the divisions.
- Prepares employee performance expectations, conducts timely intermediate and annual performance evaluations, and provides counsel as necessary
- Develops a process to identify and measure minimum standards of expectations for MPR and meet with staff to share/explain expectations, policies, and procedures as necessary.
- Monitors, evaluates, trains, and otherwise adjusts staff expectations to achieve section goals; develops an annual training plan for the MPR; and ensures all procedural documentation is up-to-date.

MINIMUM QUALIFICATIONS
Education, training, and/or experience in Business/Public Administration, Accounting, Economics, or another related field demonstrating competency in coordinating business operations, reviewing and maintaining records, and acting in a leadership capacity.
