Job Description:
Incumbents of this classification work under general direction of the Director of Human Resources. Positions allocated to this classification will function as a manager over specific HR functions like talent acquisition, classification and compensation, awards, benefits, and/or organizational development. Positions at this level perform complex managerial/professional work in planning, organizing, and administering HR programs, functions, and staff. Plans, develops, implements, and directs branch wide personnel processes, and procedures for the programs managed. Positions in this role typically supervise assigned technical, support, and/or professional staff. Positions in this class serve as a principal HR official managing the full scope of personnel programs, functions, or processes for the branch. The incumbent plays a vital advisory role by providing guidance to management and employees on HR related issues, including but not limited to employee engagement, employee relations, performance, policy application, organizational development, workforce planning, and compensation. The incumbent will seek to develop integrated solutions and is a change agent and champion for new HR initiatives and programs. Must have the ability and availability to perform work related travel for up to 10% of the time.
JOB DUTIES:
1. Directs, trains, counsels, and evaluates assigned supervisory, professional, technical, and/or support human resources staff to determine and adjust the allocation of staff resources and specific staff assignments, improve their work performance, exchange information, explain work policies and standards, and resolve work related concerns.
2. Advises, trains, counsels, and evaluates assigned professional, technical, and/or support human resources staff to determine specific staff assignments, improve their work performance, exchange information, explain work policies and standards, and resolve work related concerns.
3. Develops work plans to manage the administration of assigned HR functions and processes. To include development of program procedures, performance criteria and data, forms, and reports.
4. Advises the Human Resources Director, principal branch leadership, and supervisors on employee-management relations practices, Judicial Branch personnel, Branch-wide human resources policies, including compliance reviews of decisions and actions within established regulations and laws.
5. Actively participating or leading design and delivery of the talent planning strategy that includes facilitating talent reviews, succession planning discussions, implementing strategies to accelerate the development of key talent, and continuously monitoring the impact of talent identification and development efforts.
6. Directs the development and administration of new teammate on-boarding activities; explains State insurance, retirement, and benefits options and plans, Judicial Branch personnel rules and human resources management policies.
7. Monitors human resources requests and actions submitted to the Judicial Branch Human Resources Office including promotions, demotions, and separations, and position status changes; conducts or directs the preparation of work or pay surveys to support branch classification and compensation proposals.

Requirements/ Qualifications
Minimum Qualifications: Experience in human resources, payroll procedures or administration with progressively increasing responsibilities. A Bachelor’s degree in business administration, public administration, research administration, data science/analytics social sciences, criminal justice, or a related field plus 3 years’ experience in human resources OR seven years’ experience in human resources management
All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.
