Job Summary
The Senior Manager, IT Procurement Processes & Governance is a supporting role that assists in ensuring compliance with procurement policies and process around governing Otsuka’s vendor management practices. This role will ensure vendors deliver maximum value to the organization while meeting performance, compliance and cost expectations. The role will collaborate with IT, procurement, legal and business stakeholders to evaluate vendor performance, manage contracts, support negotiations and enforce governance processes. This individual ensures vendor contractual compliance, procurement policy compliance and driving efficiencies across a combination of onshore and offshore processes. This role will help drive metrics reporting, facilitate business reviews and help drive vendor This role enforces all policies, processes, and systems related to purchasing in OAPI/OPDC, and partners with other key Sourcing stakeholders in Supply Chain, R&D, Regional (OAI), and with our parent company in Japan.
Job Description
- Serve as primary governance support for IT vendors
- Lead regular performance reviews and issue resolution discussions.
- Assist the procurement management team in the enforcement of procurement policies, procedures, and standards to govern the buying practices at Otsuka as it relates to IT vendors.
- Coordinate with IT-related functions I to identify changes to IT regulatory requirements and communicate with the Director and Associate Director to ensure they are addressed in updates to procurement policies.
- Work with Sourcing to ensure proper KPIs and SLAs are included in contractual documentation
- Utilize performance metrics, service level agreements (SLAs) and key performance indicators (KPIs) to measure vendor performance and adherence to contractual agreements in the IT functions
- Assist the Associate Director or Director in the performance of IT-specific vendor reviews and audits to assess compliance with policies, contractual terms, and service level agreements (SLAs).
- Monitor vendor spend against budgets and support cost optimization initiatives.
- Identify and mitigate vendor-related risks, including operations, cybersecurity and legal risks.
- Support IT sourcing strategy and category plans.
- Support due diligence efforts during RP/RFI processes.
- Track and monitor key performance of key IT vendors and assist in developing standardized scorecards and dashboards.
- Provide input to the vendor risk tiering and concentration analysis to mitigate any third-party risk as it relates to IT suppliers.
- Provide guidance to employees involved in IT-specific, vendor-related activities.

- An understanding of procurement and IT vendor management.
- Demonstrated knowledge on ongoing monitoring and reporting of KPIs as part of a vendor programs
- Experience in auditing contracts, understanding contract deliverables and reviewing vendor controls
- Experience developing KPIs and SLAs at a category level to monitor vendor performance
- Experience with stakeholder management with the ability to collaboratively co-develop vendor management strategies
- Experience working in a Sourcing/Procurement team in a complex environment
- Strong communication skills required; must have the ability to communicate effectively
- Strong organizational skills with the ability to independently manage and prioritize workload
- Demonstrate a positive attitude and an appetite to drive change
- Business degree or equivalent
- Experience interacting with vendors; able to evaluate situations from multiple angles and sensitive to stakeholders needs while maintaining focus on bring the best value to the organization
- Understands key financial and operational controls needed in a Procurement organization in the Pharmaceutical industry.
Skills and Experience
Minimum of 5+ years of in procurement including evaluation of existing processes and driving improvements.
- A foundational understanding of IT technologies and solutions is required.
- Experience in procurement, or supply chain management, with a focus on policy development and implementation with a focus on vendor management
- Understanding of vendor management principles, purchasing processes, and best practices, including vendor selection, evaluation, and performance management.
