Key Responsibilities:
Capital Planning and Project Delivery
• Coordinate Act 751, Act 959, and college-funded capital project planning and delivery, preparing recommendations for Vice President review and approval.
• Develop Capital Outlay planning submissions and eCorts documentation for review and authorization by the Vice President prior to submission. Prepares and submits line of credit requests as part of the Capital Outlay process, ensuring Colleges are informed each step of the way.
• Serve as the primary liaison with the Office of Facility Planning and Control (FP&C) and coordinate directly with third-party Program Management on project status and delivery.
• Establish and administer Job Order Contracting (JOC) and Indefinite Delivery/Indefinite Quantity (IDIQ) contract programs in accordance with approved program parameters.
• Develop project prioritization analyses and implementation recommendations for Vice President consideration.
Facilities and Capital Integration
• Align facility condition assessment data and deferred maintenance priorities with capital planning analyses, preparing integrated recommendations for Vice President review.
• Develop capital investment priority recommendations supported by facility condition data, space utilization findings, and systemwide infrastructure needs.
• Coordinate project planning activities with college facilities personnel and stakeholders statewide, reporting findings and issues to the Vice President as appropriate.
• Support implementation of Act 35 initiatives as directed by the Vice President of Administration.
• Provide staff support and project coordination for initiatives of the LCTC System Facilities Corporation under the direction of the Vice President as well as Board Chair of the Facilities Corporation.
Space Utilization and Strategic Planning
• Lead systemwide space utilization planning and coordinate Board of Regents space utilization reporting, presenting findings and recommendations to the Vice President.
• Develop utilization analyses and facility optimization recommendations for leadership review.
• Support long-range facilities master planning efforts in coordination with the Vice President, providing analytical and coordination support as directed.
• Identify opportunities for facility optimization and operational efficiencies across the system.
Supervision and Leadership
• Directly supervise the Director of Maintenance Operations.
• Provide leadership and direction to facilities and capital staff to ensure high-quality, consistent program execution.
• Foster a culture of accountability, collaboration, and continuous improvement within the facilities and capital team.
Land and Lease Coordination
• Coordinate land acquisition, disposition, and lease administration activities, preparing documentation and recommendations for Vice President review and approval.
• Manage lease renewals and real property agreements in coordination with legal counsel and FP&C, ensuring timely action and appropriate Vice President authorization.
• Maintain accurate records of LCTC System land holdings, lease agreements, and related real property documentation.
Minimum Qualifications:
Education and Experience
One of the following combinations is required:
• Bachelor's degree in Architecture, Engineering, Construction Management, Facilities Management, Public Administration, or a closely related field, and
• A minimum of 7 years of progressively responsible experience in capital program management, facilities planning, or public sector project delivery
OR
• Master's degree in a related field, and
• A minimum of 5 years of qualifying experience as described above
OR
• Minimum of 10 years of progressively responsible experience in capital project delivery, public facilities management, or related program administration (no degree required).
Note: Experience managing capital projects in a Louisiana public agency or higher education environment is strongly preferred for all pathways.
Technical Skills:
• Working knowledge of Louisiana capital outlay processes, eCorts, and the Office of Facility Planning and Control project delivery
