WSP is currently initiating a search for an Assistant Resident Engineer on our Maryland Transit Administration (MTA) contract in the Columbia, MD metro area. The Assistant Resident Engineer (ARE) is the mid project-level manager for each construction project assigned to their supervision. As such, the Assistant Resident Engineer’s responsibilities include but are not limited to the following:

Job Duties
- Assists in the general organization and supervision of construction projects of varying size and complexity leading up to, during, and after the construction phase
- Coordination of Work with various impacted entities
- Coordination of Administration resources in pursuit of project completion (Safety, QA, Insurance Inspections, etc.)
- Oversight and Review of Contractor Performance
- Enforcement of contract documents in keeping with good construction and business practices and the regulations and codes of other interested local, state, and federal agencies where applicable.
- Review and interpretation of documents such as Drawings, Specifications, Submittals, RFI’s, Change Orders, etc.
- Project Reporting to the Administration and other interested local, state, and federal agencies as required.
- Cost Control measures including but not limited to price negotiation.
- Loss Prevention techniques
- Quality Assurance / Quality Control
- General supervision over the creation of project records and documentation o Preside at meetings at various stages and intervals before, during, and after the construction phase
- Responsibility for means and methods employed by Contractor on site.
- Responsibility for all project-related charges levied by themselves and subordinate staff.
- Responsibility for the consistent delivery of on-time quality results within budget parameters. Responsible for the timely review and execution of all progress, semi-final, and final payments associated with their assigned project(s).
- Review Contractor claims, change orders, and time extension requests.
- Assists in the supervision of subordinate project staff, including but not limited to:
- Review of Project Record related deliverables, most notably Inspector’s Daily Reports (IDRs).
- Identification and pursuit of training opportunities that would in their estimation serve to benefit the personal and career growth of subordinate staff.
- Assists in implementing, reviewing, modifying, and maintaining project-level management policies and procedures that promote project-level staff efficiency and effectiveness.
- Assist as requested in the performance of Constructability Reviews of upcoming projects expected to fall within their purview.
Who You Are
Minimum Requirements:
- Bachelor’s Degree from a nationally accredited college or university in any of the following areas of study: Construction Management, Engineering (Civil, Mechanical, Electrical, Structural, Environmental, or Systems disciplines), Business Management, Logistics, Information Technology, or similar course of study.
- 3-5 years continuous Construction Management experience performing the duties of a Senior Civil Inspector (CI-III), Office Engineer (OE), or equivalent.
- Ability to manage multiple projects at a time, as well as manage project staff (OE, inspectors).
- Strong technical knowledge of typical construction methods and procedures including cost-control measures and loss prevention techniques.
- Strong background of demonstrated ability in conflict resolution, negotiation, and interviewing techniques.
- Strong written and verbal English communication skills.
- Strong background in the interpretation and review of construction drawings, specifications, schedules, etc.
- Intermediate computer skills, including functional familiarity with Microsoft Windows and Microsoft Office Suite.
- Must be eligible to work in the United States
