About the role
Tyto Athene is searching for a dynamic, highly motivated, and well-organized individual with prior experience administering US government security policies and procedures to serve as an Assistant Facility Security Officer (AFSO). The Assistant FSO will be responsible for daily security operations and NISP/ 32 CFR part 117 NISPOM compliance for a facility located in EL Segundo, CA. This is a permanent full-time position.
Responsibilities:
- Provide expertise, guidance and advice to staff concerning all security administrative functions.
- Ensure compliance with the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) for the Defense Counterintelligence and Security Agency (DCSA) as well as various Intelligence Community Directives (ICDs), required for Sensitive Compartmented Information program procedures.
- Provide daily functional support to the facilities personnel, physical, and information security requirements.
- Maintain up-to-date knowledge of changes in security rules and procedures.
- Maintain accounts for processing SCI security clearances using the Defense Information Security System (DISS).
- The Assistant Facility Security Officer (FSO) works to handle processing personnel clearances, employee briefings, visit requests, providing a wide variety of duties in the administration of National Industrial Security Program Operating Manual (NISPOM) and other government security regulations.
- Provide required support of a Special Access Program under NISPOM Supplement and individual serving as Alternate Contractor Program Security Officer (ACPSO).
- The ACPSO will assist in maintaining personnel security records for SAP/SCI related programs.
- Perform initial access eligibility determinations and create PARS and SCI nominations, preparation for inspections, process visit requests, conduct security briefings, refreshers, and debriefings, maintain access rosters, classified mail and other duties assigned.
Required:
- 5 or more years of related experience with at least 2 years as an AFSO OR Security Specialist supporting Department of Defense government contractors.
- Must be aware of present-day security requirements.
- Must have in-depth knowledge of the National Industrial Security Program (NISP)
- Thorough knowledge of DISS and the e-QIP database system
- Understanding of requirements for transfer of classified material
- Experience in the preparation of DD254 forms
- Strong organizational and administrative skills
- FSO Certifications for Possessing Facility required
- Knowledgeable of the DOD SAP manuals vol 1-4
- General COMSEC Knowledge
- Experience with NBIS, NISS, DISS, and JADE required
Desired:
- Experience with DCSA audits preferred
Clearance:
- Active Top Secret/SCI security eligibility with current investigation is required
Compensation:
- Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically $85K. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
