Lead Environmental Planner

This Opportunity

Provides high level technical environmental planning assistance and guidance to minimize the environmental impacts of commercial, industrial, utility, transmission, development, infrastructure, construction, pipeline, and/or transportation related projects. Offers an opportunity to provide expertise in hazard mitigation and climate adaptation to support sustainable development and community resilience. Provides support and guidance for multi-site/phase environmental permitting projects, site and impact assessment, restoration, land use management plans, public involvement, and ensuring environmental regulatory compliance.  Ensures that documentation and recommendations accurately describe the results of analyses and addresses environmental impact and long-term ecological risks by applying and integrating urban and regional planning with a focus on hazard mitigation, climate adaptation, and sustainability.  Provides task leadership with environmental impact assessment, mitigation strategy development, permitting, and/or restoration activities. Supports an environmental planning team by supporting hazard mitigation and technical assistance efforts related to hazard mitigation, climate adaptation, and emergency operation planning.  Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards.

Your Impact

• Provide guidance with data collection efforts for identifying and compiling observational, spatial, operations, and environmental data from multiple matrices for projects, investigations, and surveys.  
• Use topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas, associated physical and wildlife sensitivities, and to uncover primary, secondary, and tertiary environmental impacts.
• Prepare and complete environmental survey reports, data entry, impact assessment, and permitting activities for assigned projects (e.g. Endangered Species Act, Clean Water Act permitting, California Environmental Quality Act [CEQA], National Environmental Policy Act [NEPA], etc.). 
• Development of Hazard Mitigation Plans that meet Disaster Mitigation Act of 2000 (DMA 2000) requirements and perform risk assessment analyses on hazard data to research and write planning document sections. 
• Ensure regulatory requirement compliance pertaining to the data integrity, documentation, procedures, training, monitoring systems, reporting, and record compliance and retention.
• Conduct stakeholder and public outreach and engagement activities, such as development of outreach materials and media kits, public speaking and facilitation during meetings and workshops with clients and stakeholders, and designing public surveys.
• Perform professional environmental planning work and conduct investigations, inspections, and environmental studies and surveys to gain further information on a particular environmental problem or issue, verify site characteristics, and/or to plan for future environmental needs.
• Assist in the writing, preparation, and technical review of planning documents, reports, and presentations, by assembling data and visualizations such as tables, charts, reports, models, and other illustrations for the interpretation or presentation of more complex data, findings, or analyses related to environmental resources and/or natural hazards.
• Research and analyze climate change, demographic, environmental, land use, and socio-economic data to integrate into planning documents. 
• Assist with the National Flood Insurance Program (NFIP) and floodplain management projects.
• Prepare comprehensive technical reports and presentations that explain research, findings, and recommendations to address, prevent, control, or restore mid- to larger-scale environmental problems.
• Oversee and monitor cross-functional teams in executing project work, permitting strategy, environmental impact assessments, and regulatory compliance, including project budgets, tracking hours and expenses, and task completion.
• Provide high level oversite for desk-based research and site work, including measurements, data interpretation, demographics, patterns and trends, and computer modeling.
• Provide environmental risk identification and impact assessment, offering input with developing action plans for moderate- to high-level  mitigation and permitting activities projects to minimize impacts to the health of the environment and the population.
