Summary

Receives general supervision from the Road Services Supervisor.  Exercises technical and functional direction and training to less experienced staff in the day-to-day operational activities.

Under general supervision, leads, trains, and participates in the more complex and difficult work of a crew responsible for the performance of a variety of semi-skilled and skilled work in the construction, modification, maintenance, and repair of County roads, storm drainage systems, facilities, and related appurtenances and equipment; uses and operates a variety of manual and power tools and light to heavy power driven equipment; builds, repairs, and maintains wooden, concrete, and metal facilities and structures; performs road crew activities such as paving, traffic control, snow removal as needed; and  performs related duties as assigned. Directs the work of assigned staff on a project or day-to-day basis; performs routine to complex maintenance and repair work in an assigned area; provides technical and specialized assistance to the assigned management and supervisory staff.

CLASS CHARACTERISTICS

This is the working crew leader that performs the full range of skilled construction, modification, maintenance, and repair duties required to ensure that County infrastructure, systems, and facilities to which assigned are maintained in effective working condition and provide the highest level of safety for public use.  Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of highly-skilled tasks in the maintenance and repair of assigned facilities and systems.  Incumbents are expected to work independently and exercise sound judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

  • Provides technical and functional supervision to assigned road workers; reviews and controls quality of work; participates in performing routine to complex and specialized maintenance and repair work on assigned County roads, storm drainage systems, and related structures. 
  • Plans, schedules, prioritizes, and assigns maintenance and repair work in consultation with the Road Supervisor; communicates status of repairs to appropriate personnel, works cooperatively to schedule repairs in accordance with established and special operational priorities; instructs lower-level staff in work procedures. 
  • Trains employees in work methods, use of tools and equipment, and relevant safety precautions.
  • Inspects and evaluates work in progress and upon completion to assure that repairs, maintenance, and project activities are performed in accordance with County standards and specifications.

  • Fabricates and repairs equipment, structures, tools and metal parts using oxy-acetylene and electric arc welding equipment.
  • Performs framing, rough and finish carpentry work in the construction and maintenance of buildings, roofs, windows, and doors.
  • Installs and repairs plumbing fixtures including water lines, sinks, toilets, water heaters, and gas furnaces.
  • Performs a variety of electrical repairs and installations, including electric panels, wiring, light fixtures, appliances, receptacles, and related equipment.
  • Performs concrete work on bridges, drainage systems, headwalls, and guard rails.
  • Provides installation, maintenance, and repair of traffic signs, including making signs and installing sign posts and signs in accordance with Federal, State, and County codes.
  • Performs legend painting and striping of County Roads using appropriate mate
