Plant Planning and Reliability Supervisor

The Water Pollution Control Bureau (WPCB) of the Department of Environmental Services (DES) seeks a Plant Planning & Reliability Supervisor to oversee the administrative, coordination, and professional/technical activities in the Maintenance Section of the WPCB. This position is responsible for the Water Pollution Control Plant’s (WPCP) asset management system; oversees the maintenance planning and scheduling, project management, engineering support, equipment and asset analysis, materials management, contract and specifications development, procurement, and training.

Additionally, this position performs engineering calculations used in designing projects; making decisions regarding WPCB equipment design, operation, repair, and replacement; preparing maintenance and asset management budgets; oversees the development of contract, materials, and construction specifications; develops and utilizes statistical databases and software programs.

Major responsibilities include:

• Analyzing maintenance program needs, and developing strategic goals, objectives and long-term plans for the continuous rehabilitation and expansion of the WPCB assets;
• Leading the development and management of preventative and predictive maintenance programs (PMs & PDMs) for all plant assets, ensuring reliability and operational efficiency;
• Overseeing the administration and optimization of the Computerized Maintenance Management System (CMMS) to ensure accurate asset tracking, work order management, and data driven decision making;
• Interpreting and implementing technical policy directives, providing expert guidance on maintenance and construction projects plans and specifications;
• Developing and overseeing Requests for Proposals (RFP’s); Invitations to Bid (ITB), specifications, contracts and technical reports for new projects ensuring compliance with engineering standards and operational requirements;
• Serving as the lead technical resource for the Plant’s asset management strategies; overseeing documentation of engineering drawings, activities, and equipment Operations & Maintenance Manuals (O&Ms);
• Reviewing and evaluating operation and maintenance plans for inclusion in the WPCP's infrastructure maintenance program, evaluating technical requirements, cost standards, feasibility of proposals;
• Supporting the development and revision of training programs ensuring staff competency in operating and maintaining existing and newly installed equipment; and
• Providing leadership, guidance and mentorship to a team of four professionals, fostering a culture of accountability, technical and collaborative support.

Minimum:

• Bachelor of Science degree in Engineering with an understanding and application of mechanics and electricity to develop supporting data and plan systems and facilities for maintaining the infrastructure of a wastewater treatment facility; and
• Significant experience as a senior level engineer (electrical, mechanical or civil) preferably in a wastewater treatment facility or a related industrial facility which may include chemical manufacturing or water treatment.

Substitution: Additional experience may be substituted for education. Additional education may be substituted for some experience.

Desirable:  Preference may be given to candidates with experience in one or more of the following:

• Project management including writing contracts and specifications;
• Making budgetary recommendations regarding CMMS planning and/or Capital Improvement Projects;
• Managing and/or implementing a Computerized Maintenance Management System (CMMS);
• Using CMMS to document and record preventive maintenance and reactive tasks;
• Presenting information to various groups, audiences, and/or organizations; and/or
• Wastewater treatment plant design and operations. 

Possession of one or more of the following Licenses/Certifications preferred:

• Registration as a Professional Engineer (PE) in Virginia or another state with reciprocity; and/or
• Certification as a Maintenance and Reliability Professional (CMRP).
