Job Description

HII- Mission Technologies is looking for a Program Staffing Specialist in Honolulu, HI.

Essential Job Responsibilities

• Manages the staffing and recruiting function for the Program. 
• Interviews applicants; recommends employment; plans advertising; plans manpower requirements; provides employment information to applicants; arranges internal transfers. 
• Plans, organizes, directs and controls policies and programs encompassing employment and staffing functions. 
• Manages activities and support services of employment and staffing functions. 
• Meets with managers on an on-going basis to identify and review requirements and responsiveness to organizational needs. 
• Directs management of overall resources to insure a timely/quality response to internal customer needs, and the ability of unit to support managers recruitment needs. 
• Monitors budget for department, selects and trains staff, represents department to internal/external stakeholders and recommends improvements and efficiencies. 
• Builds a high performing, experienced talent operations team focused on meeting SLA's and identifying candidates with critical skill sets. 
• Develops and implements sourcing strategies, processes and activities related to the identification and attraction of top talent across a broad array of functions and levels. 
• Introduces creative leading edge recruiting techniques to enhance effectiveness, reduce time to hire and cost per hire and overall customer satisfaction. 
• Prepares staffing budgets, projections, and employment policies, procedures, and practices. 
• Aids in the development of other managers within the Company, trains and develops staff on recruitment strategies/techniques.

Minimum Qualifications

• 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
• Experience in recruiting and staffing, with a proven track record of staffing contracts. 
• Strong understanding and experience staffing a program, creating job descriptions, interviewing, working with the customer.
• Excellent communication and interpersonal skills to build relationships with Talent Acquisition and Managers. 
• Experience conducting interviews and assessing candidate qualifications. 
• Ability to plan, develop, and implement sourcing strategies to attract top talent. 
• Strong analytical skills to track recruiting metrics and identify areas for improvement. 
• Excellent organizational skills with the ability to manage multiple tasks simultaneously and meet deadlines.
• Clearance- Must possess and maintain a SECRET clearance with the ability to get a TS/SCI
