National Consultant: Evaluation Consultancy for UNFPA Bangladesh 10th Country Programme Evaluation (2022-2026), Adolescents and Youth Expert

The Position:

UNFPA has been working with the Government of the People's Republic of Bangladesh since 1974 towards enhancing sexual and reproductive health and reproductive rights (SRHR), advancing gender equality, realizing rights and choices for young people, and strengthening the generation and use of population data for development. UNFPA is currently implementing the 10th country programme in Bangladesh. 

The 2024 UNFPA Evaluation Policy encourages country offices to conduct country programme evaluation (CPE) for every programme cycle and, as a minimum, every two cycles. UNFPA Bangladesh will be undertaking a country programme evaluation (CPE) to provide an independent assessment of the performance of its 10th Country Programme (2022-2026) and offer an analysis of various facilitating and constraining factors influencing programme delivery and the achievement of intended results. The CPE will also draw conclusions and provide a set of actionable recommendations for the next programme cycle.

The evaluation will be implemented in line with the UNFPA Evaluation Handbook. The same handbook provides practical guidance for managing and conducting CPEs to ensure the production of quality evaluations in line with the United Nations Evaluation Group (UNEG) norms and standards and international good practice for evaluation. The evaluation results will be disseminated as appropriate, using traditional and digital channels of communication.

The evaluation will be conducted by a team of independent, external evaluators, consisting of: 

(i) an evaluation team leader, who will have the overall responsibility for managing the evaluation process, including the design of the evaluation methodology and coordination of the evaluation team throughout the CPE process; (ii) five team members who will provide technical expertise in thematic areas relevant to the UNFPA mandate such as SRHR; adolescents and youth; gender equality and women’s empowerment; and population dynamics; and (iii) a national young and emerging evaluator, who will support the evaluation team as part of UNFPA’s effort to strengthen national evaluation capacities.

The CPE will serve the following four main purposes, as outlined in the 2024 UNFPA Evaluation Policy:

(i) oversight and demonstrate accountability to stakeholders on performance in achieving development results and on invested resources; 
(ii) support evidence-based decision-making to inform development programming and how UNFPA programming integrated the HDP nexus to address immediate humanitarian needs while building resilience and ensuring long-term development impacts;   
(iii) aggregating and sharing good practices and credible evaluative evidence to support organizational learning on how to achieve the best results; 
(iv) contribute to UNFPA learning by identifying how country strategies in Bangladesh align to operationalize the transformative results as per the UNFPA Strategic Plan (2022-2025); and 
(v) empower community, national and regional stakeholders.
