The Chief Business Officer - Electric reporting directly to the General Manager is the executive leader responsible for strategic and operational oversight of the Utility’s business functions, enabling the safe, efficient, and reliable delivery of electric services. The Chief Business Officer - Electric provides leadership across multiple departments and initiatives, driving operational excellence, cross-functional integration, regulatory compliance, and customer-focused innovation.

This position oversees the Customer Energy Solutions, Business Operations, Safety and Employee Development, Electric Control Center, Electric Metering Operations and any other groups as assigned by the General Manager and works in close collaboration with the General Manager and senior leadership team to align all utility operations and strategic priorities with organizational goals, industry standards, and community expectations.

1. Executive Leadership and Organizational Strategy

  • Act as one of the General Manager’s senior-most advisors on organizational planning and performance management.

  • Represent the General Manager in internal and external matters as needed;

  • Lead enterprise-wide initiatives that promote operational integration, innovation, and performance.

  • Build and sustain a high-performance, mission-driven culture aligned with the Utility’s values and community commitment.

2. Strategic Planning and Execution:

  • In collaboration with the General Manager and the senior leadership, develop and implement strategic and operational initiatives to achieve the Electric utility's objectives and goals.

  • Collaborate with General Manager and senior leadership to shape the Electric Utility into an effective organization that prioritizes employee safety, system reliability and resiliency through operational excellence and financial accountability.

  • Collaborate with the General Manager and senior leadership to establish and align strategic priorities that reflect the Utility's values and objectives.

  • Assist the General Manager and senior leadership in the creation and management of long-range strategic plans, annual business work plans, budgets, and performance metrics.

  • Assist the General Manager in the completion of various studies and analyses; coordinate and assemble the cost center managers' findings and recommendations regarding programs, procedures, and administrative practices.

  • Assist the General Manager in ensuring compliance with municipal regulations, industry standards, and financial policies.

  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes.

3. Customer Energy Solutions:

  • Oversee the Customer Energy Solutions group to enhance engagement and satisfaction for residential and commercial customers.

  • Direct the development and execution of energy efficiency, demand response, Distributed Energy resources, and conservation programs tailored to the customer needs.

  • Foster innovation in customer energy solutions, incorporating advanced technologies and services to improve customer experience and support sustainability initiatives.

  • Identify and pursue economic development and community engagement opportunities, including partnerships and innovative services, to support the utility’s growth and sustainability.

  • Conduct market analysis and competitive intelligence to position the utility within the community and industry effectively.
