BASIC PURPOSE:
Provides assistance with monitoring and compliance assurance of environmental policy, programs, projects and permit conditions at MWRA facilities and for MWRA construction projects. Assists with tracking new and amended environmental regulations to help determine applicability to the MWRA and to recommend practical implementation strategies for impacted MWRA operations.
SUPERVISION RECEIVED:
Works under the general supervision of the Environmental Manager. May also receive assignments from the Director of Environmental and Regulatory Affairs.
SUPERVISION EXERCISED:
May oversee contracts or provide periodic supervision of one or more consultant contractors as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assists with environmental permitting and operational decisions based on research of local, state and federal requirements. Including, but not limited to, the federal and state Clean Water and Clean Air Act, Massachusetts Contingency Plan (MCP) regulations, Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Toxic Substances Control Act (TSCA), the Emergency Planning and Community Right-to-Know Act (EPCRA), and state and federal Underground Storage Tank (UST) regulations.
- Assists in the oversight of hydrogeological investigation programs and related work performed by consultants and contractors. Oversees subsurface investigation programs, soil and groundwater sampling, and regulatory compliance activities related to the operations of MWRA.
- Assists the Director of Environmental and Regulatory Affairs and other relevant Department Directors in the development of a per- and polyfluoroalkyl substances (PFAS) monitoring and assessment program for the Authority. This includes setting up a process to integrate, analyze, and display PFAS data.
- Assists with the assessment and abatement design and oversight for removal of contaminated building materials including PCBs, lead paint and asbestos under the EPA TSCA and the Massachusetts and EPA hazardous waste regulations.
- Assists with the assessment, cleanup, and implementation of institutional controls at contaminated properties under the MCP.
- Assists with the oversight of contaminated soil and groundwater management under the MCP, hazardous waste regulations, and Clean Water Act requirements on MWRA construction projects.
- Participates in the review of consultant submittals for quality work, budgets and schedules, conformance to contract terms, conformance with engineering practices and Authority policies, conformance with applicable regulatory and bidding law requirements and conformance with Quality Assurance/Quality Control (QA/QC) procedures.
- Provides reporting recommendations under the MCP requirements.
- Assists with the compilation reports and documentation for non-MWRA projects that have impacts to MWRA, being reviewed by MEPA. Includes the development of Section 61 findings for those projects where applicable.
- Assists with demonstrating compliance with Federal and Massachusetts air pollution control regulations including EPA Title V permit requirements.
- Assists with demonstrating compliance with the Massachusetts UST regulatory permit requirements.
- Participates in project coordination with other MWRA departments, communities, public interest groups and government agencies.
- Prepares updates to MWRA operational materials to ensure work is conducted in a manner that is consistent with the Massachusetts Endangered Species Act and Natural Heritage & Endangered Species Program Monitors compliance with MWRA's Vegetation Management Plan.
- Drafts reports, technical presentations, answers to inquiries, and letters for the Department Director.
