Position Overview
Subject to management approval, plans, develops, organizes, controls, and manages the Bureau of Contract Support & Payment Administration. Assumes overall responsibility for the formulation and implementation of statewide goals and policy approaches for the contract support and payment administration of programs within the Department of Human Services (DHS), Division of Family & Community Services (DFCS). Serves as a full line supervisor to lower-level staff.
Job Responsibilities
- Serves as the Contract Support and Payment Administrator within the Office of Program Support and Program Evaluation in the Division of Family and Community Services.
- Coordinates and monitors staff processing of administrative and grant/contractual program billings, confirming accuracy and completeness, and resolving discrepancies.
- Serves as full-line supervisor.
- Coordinates and verifies steps are taken to post and fill bureau vacancies in accordance with DHS and DFCS rules and regulations.
- Oversees the payment activities with Illinois Office of the Comptroller (IOC) to comply with mandated requirements.
- Represents the Bureau/Office at meetings.
- Participates in various activities associated with the FCS/Strategic Plan and the FCS/Diversity, Equity, Inclusion, and Racial Justice (DEIRJ) Plan to employ a trauma-informed and equity approach to administrative operations and initiatives.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with courses in business fiscal or accounting.
- Requires prior experience equivalent to four (4) years of progressively responsible fiscal or accounting experience in a public or private business organization.
Preferred Qualifications (in priority order)
- Four (4) years of professional administrative experience in developing and implementing policies, procedures, and/or guidelines regarding contract management, payment review and approval processes, or other related administrative roles, while adhering to state and federal policies, procedures, and rules at a public or private organization.
- Three (3) years of professional experience working with state and federal rules and regulations relating to state or non-state contracting and procurement, using various contract management software and financial systems.
- Three (3) years of professional experience working with the principles of accounting and laws, rules, and regulations relating to accounting systems and procedures [e.g., Comptrollers Uniform Statewide Accounting System (CUSAS), Grant Accountability and Transparency Act (2 CFR GATA 200), or other similar requirements].
- Two (2) years of professional supervisory experience assigning work, guiding subordinates, recommending/providing counseling and/or discipline following collective bargaining agreements, training staff, promoting staff development, approving time off, and preparing and signing probationary and annual performance evaluations.
- Three (3) years of professional experience communicating clearly and effectively, orally and in writing, with small and large stakeholder audiences to ensure detailed and critical analysis of work performed, using Business Objects/Intelligence, Microsoft O
