Task requirements  

Subject to formal establishment, a vacancy will arise for a OF3 to serve as UKStratCom SO2 Counter-Intelligence (CI) at Northwood HQ on FTRS Limited Commitment Terms and Conditions of Service (TCoS), with an initial proposed start date of 31 March 25 for 24 months.

Unit Function:

PSyA responsibilities include, but are not limited to improving security culture  with alignment and adaption to policy; overseeing the TLB’s Counter-Intelligence (CI) capability; Physical, Personnel, Information (documentary, technical and cyber) security; overseeing the TLB’s Resilience and Business Continuity compliance and assurance; ensuring security reliability of personnel by managing the ‘insider threat’ risk within the TLB, and, ensuring the provision of security and resilience advice to the operational chain of command.

Position Role:

The UKStratCom SO2 CI will provide a continuous, timely co-ordinated understanding of the UKStratCom operating environment supporting commanders in their decision-making by helping to increase their understanding. The role holder will lead on implementing and delivering a TLB CI capability.

The objective of the PSyA CI capability is to DETECT, DETER, DENY and DISRUPT both traditional and non-traditional asymmetric threats to the security of UKStratCom; terrorism, espionage, sabotage, subversion and organised crime (TESSOC).

This will deliver CI and Security advice detecting and identifying any threats to Friendly Forces in order to support the TLB understanding of contemporary threats while isolating and protecting personnel, assets, information and reputation from harm.

Defence Counter Intelligence (DCI) remains the primary CI capability in UK Defence and nothing within these TORs should be taken to indicate any direction or implicit authority for DCI to be disregarded, or not consulted on CI matters. Explicit instruction will be written into the Concept of Employment that DCI are the senior team for CI functions. Therefore, all UKStratCom CI activity is to be transparent to DCI and regular liaison between the two organisations is mandatory.

The HEO CI advisor is NOT authorised to conduct covert operations, covert surveillance, Covert Human Intelligence Source handling or proactive operations.

Responsibilities:

1. Conduct CI activities to identify, disrupt, deny, exploit & mitigate the threat from hostile actors. Assist the preparation of Intelligence TA reports

 

2. Drive the collation & analysis of CI & Security threats, trends, & environmental issues within the AOR. Conduct liaison with DCI, ITT & JTAC.

 

3. Manage CCIRM (Collection Coordination Intelligence Requirement Mgmt) & estimate process. Organise CI interviews & assist in conducting when required.

 

4. Identify CI casework via liaison & engagement w/ DCI, ITT, MDP Special Branch, HOPF & HLB Sy leads. Liaise w/ higher formations & PAG to enable CI Ops.

 

5. Support the delivery of the Insider Threat Programme. Provide support to CI Inv & Ops, ensuring CI Inv are carried out iaw JSP 440 & DCI policies.
