Director of Tobacco Prevention and Control Services

PHMC serves as both a direct service provider to individuals, families, and communities across the region and an intermediary agent, managing large-scale contracts, government and philanthropic partnerships, and multidisciplinary initiatives that require operational sophistication, strategic leadership, and deep mission alignment.

Job Overview:

The Director of Tobacco Prevention and Control Services is responsible for the development, administration, coordination, management, evaluation, integration, and expansion of Health Promotion Council of Southeastern Pennsylvania’s (HPC) services related to tobacco prevention and control and substance use prevention. This position is responsible for developing new methods and approaches to improving community health outcomes through tobacco prevention and control, while sustaining and growing the business geographically and programmatically. The Director is responsible for developing and retaining a talented workforce, cultivating and stewarding partnerships, and providing fiscal oversight of grants and contracts within the department, including working with the Public Health Management Corporation’s (PHMC) fiscal team. This position is required to support HPC’s strategic plan goals, particularly those that foster program and service integration, growth, and fee-for-service in the health care industry. In addition, the Director will support joint initiatives between and among HPC, PHMC, and the PHMC family of affiliates and pursue external partners. 

The Director requires assertive leadership and management skills, strong critical, analytical, and strategic thinking, problem-solving skills, strong fiscal management, program development, and administrative oversight skills. This position requires extensive and direct supervision and management of a team of about a dozen part-time and full-time employees; engagement and maintenance of over 25 subcontractual relationships, as well as interpersonal contact with funders, health insurance companies, academia, professionals, officials, and advocates within multiple sectors.  Primary responsibilities include: 1) growth and profitability of services, 2) providing fiscal oversight of grants and contracts within the department, 3) partnership/integration, 4) quality service delivery and improvements, and 5) talent development and workforce retention.

Responsibilities:

Leadership and Growth  

• Develop a vision and execution for new innovative methods and approaches to chronic disease prevention and risk reduction for the served community.
• Maintain and expand HPC’s Tobacco Prevention and Control Services role as a leader in the Commonwealth by providing education and training services statewide.
• Create new business development strategies in the health care industry to expand HPC’s portfolio with managed care organizations, health insurance companies, and health care systems.
• Participate or lead stakeholder/advisory groups, conference presentations, and journal submissions, and participation in selected advisory and strategic planning groups as approved by the Executive Director.
• Direct operations of HPC Tobacco Prevention and Control Services programs, including the Southeastern Pennsylvania Tobacco Control Project, the Statewide Merchant Education Initiative, the Philadelphia Merchant Education Program, the Philadelphia Enforcement Program, and other assigned projects.
• Cultivate relationships with key regulators and legislators to support the advocacy endeavors of the SEPA Tobacco Control Project.
• Provide programmatic and fiscal oversight for a portfolio of programs, including developing and monitoring program goals and objectives, as well as program budgets, and assisting the HPC Controller with fiscal reporting and annual program audits.
• Ensure compliance with all relevant grant and contract requirements, including use of funds and performance.
• Responsible for project start-up for all new programs within the department. Manages all aspects of project start-up until appropriate staff is put into place to support start-up work.
• Expand evidence-based and promising tobacco prevention and control strategies, particularly efforts to reach disparately impacted populations, and with linkages to the research community.
• Develop and steward relationships with funders and partners to support the sustainability and growth of the department, develop new opportunities, and inform research and public health trends.<
