BUSINESS CONTEXT:

Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines. 

INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs).  We currently have a total EO and EOD capacity of 920 kta spread across five different production units throughout Europe and the US. These units have leading cost economics, due to economies of scale, state-of-the-art technology, strategic locations, etc. Our EO project in the US is targeting the fast-growing merchant EO market, building on our experience and leadership position in Europe.

Purpose of the Job:

The US SHEQ Manager strategically manages the Bayport and Plaquemine Health, Safety, Environmental, Security, and Quality departments and contributes to the Business and Plaquemine, LA site by developing, improving, and implementing SHE policies, procedures, and supporting programs.  Oversite and budget management includes the following areas: Occupational Safety, Health/Medical, Industrial Hygiene, Facility Security Officer, Loss Prevention, Emergency Response, Contractor Safety Management, Community Relations, Environmental Management Systems (Air, Waste, Wastewater), Quality Management Systems, Laboratory, and Incident Investigation Process, EO Rail Safety, and Site and Transportation Emergency Response.   Business support includes Product Stewardship and EO Business Team.

The US SHEQ Manager will provide expertise, advice and strategic guidance regarding occupational safety, health, environmental and quality matters. The employee is to deliver value added consultation and risk assessments assigned by the business to grow the EO portfolio. 

The employee will lead a staff of engineers, specialists, supervisors, management, and third-party employees to execute the SHEQ business and operational plans. 

The employee represents INEOS Oxide in the public arena and through various industry groups.

Responsibilities AND Accountabilities

Accountability 1: 

SHE

  • Provides strategic direction to a diverse group of SHEQ personnel to include establishing goals, mentoring, accountability, development, and performance management. 
  • Drives safety as the highest priority by driving the INEOS 20 Principles.
  • Ownership and management of assigned cost centers.
  • Responsible for maintaining the SHE assets and protective systems integrity.
  • Establishes and communicates expectation, monitors performance, and holds stakeholders accountable for results.
  • Communicates with peers on successes, opportunities, and priorities.
  • Measures and communicates SHEQ metrics.
  • Partners with internal and external resources in the development of mutually beneficial solutions to US Oxide SHEQ challenges.
  • Strengthen organizational SHE culture through employee engagement, ownership, accountability, and behavioral based safety efforts.
  • Oversees SHE turnaround planning and execution.
  • Leads and supports the incident reporting and formal investigation systems.
  • Responsible for ensuring compliance to all laws and regulations, certifications, permits, and INEOS initiatives.
  • Delivers management direction for the Industrial Hygiene monitoring program.
  • Oversees the Emergency Response Team and a member of the site Emergency Operations Center.
  • Site and company representative on industry and community committees.
  • Manages the Medical Department and ensures compliance to annual medical surveillance requirements. 
  • Partners with the US Environmental Manager to oversee and deliver site compliance to TX, LA, and US Federal
