Overview
The State of Vermont's Drinking Water & Ground Water Protection Division is seeking an enthusiastic leader who is interested in drinking water, groundwater quality and soil-based wastewater dispersal systems to become our next Northern District Supervisor in the Wastewater Management Program. This position supervises a staff of four Regional Engineers who provide regulatory and technical assistance for wastewater systems and potable water supplies in Northern Vermont. This position is located in the Regional Office Section of the Wastewater Management Program, within the Vermont Department of Environmental Conservation’s Drinking Water and Groundwater Protection Division’s office in Montpelier, one of the best places in Vermont to work and live. This position will have a significant positive impact on the quality of life for residents, landowners, business owners, visitors to Vermont and others. The Northen District Supervisor will report to the Wastewater Programs Manager and will be part of collaborative and energetic team of five supervisors within the wastewater programs. This team works closely with the Wastewater program manager to provide regulatory oversight and technical assistance to ensure that wastewater systems and potable water supplies are designed to consistently and reliably protect environmental quality and public health.
This is a working supervisor position; therefore, the successful candidate will be both supervising and working alongside technical staff. The primary responsibilities of the position include:
- Supervision of four technical staff
- Implementation of the Wastewater System and Potable Water Supply Rules’ permitting program
- Performing field work
- Reviewing permit applications, technical plans, and issuing permits
- Providing technical assistance and responding to licensed designers, landowners, business owners and other stakeholder inquiries
- Providing technical and regulatory guidance to staff and training new technical staff
- Collaboration with other programs within the Agency of Natural Resources
- Collaboration with other state agencies
A successful candidate must have a thorough knowledge of, or be able to quickly come up to speed on, applicable State rules and regulations, as well as industry standard scientific and engineering principles and practices pertaining to potable water supplies and onsite wastewater systems. This position involves extensive communication and coordination with landowners, licensed designers and members of the public over the phone and through email about all aspects of wastewater system and potable water supply operations. The ideal candidate will demonstrate strong organizational skills, attention to technical detail, patience, and professionalism. This individual must be self-motivated, able to meet deadlines, capable of working outdoors in difficult environmental conditions, and a collaborative team player. Preferred backgrounds for this position include: civil or environmental engineering, geology, soil science, hydrology and/or natural resource management. Preference will be given to candidates with previous supervisory duties or training.

Environmental Factors
Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum Qualifications
Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND four (4) or more years of experience in a natural resources field.
