Mission: The Link works with youth and young families to overcome the impacts of poverty and social injustice. Our 23 programs provide supportive housing, intensive case management services, and skills development to youth at risk of or experiencing homelessness, sex trafficking and/or involvement in the juvenile justice system. The Link prides itself on its innovative, youth-centered, strengths-based programming for youth and families as well as programs that are co-designed, implemented and overseen by youth.

Position Specifics

• Hiring Salary Range: $$63,270-$73,530/a year based on qualifications 
• Job Type: Full-Time, Exempt
• Location: Apple Valley, MN
• Hours/Days: Mon-Fri 9:00-5:00
• Note: This position requires driving. To be able to drive on behalf of The Link, candidates must have a valid driver's license, have a safe and reliable vehicle, be able to successfully clear a criminal and motor vehicle background check, and maintain personal insurance at the levels of $100,000 Bodily Injury/Per Person and $300,000 Bodily Injury/Per Accident. Job offer is contingent on having these requirements. 

BASIC FUNCTION

This position is responsible for the overall staff and program management of The Link’s Cairn Programs providing permanent supportive housing in the Suburban Metro Area Continuum of Care. The Program Manager ensures efficient operation of programming that is consistent with The Link’s mission, goals, and objectives and funding compliance. In addition, the manager directly supervises SMAC Supportive Housing staff.

ESSENTIAL FUNCTIONS

• Oversee and manage the staffing and program requirements of The Link’s SMAC Cairn Permanent Supportive Housing Programs (HUD SHP)
• Provide oversight and supervision to case managers and housing coordinator to assess and support individual client, as well as community and program, needs.
• Provides oversight and supervision to Individualized Service Plans to support goal progress and client participation and engagement
• Participate in the development and implementation of strategic planning for the agency
• Support and provide training to staff on various models of service implementation in a scattered site setting, including Positive Youth Development, RRH, harm reduction, trauma informed care, etc.
• Ensure program is in compliance with funding requirements and manage the various administrative and financial components to the program
• Writes reports and compiles statistics for funders and other key stakeholders in a complete, accurate, and timely manner
• Assess, research, and implement program improvement and expansion
• Develops efficiency standards for the program
• Ensures that the program operates within budget guidelines
• Maintains a work environment that attracts, keeps, and motivates a diverse workforce of top-quality people
• Creates and maintains community relations appropriate to the fulfillment of agency priorities and objectives
• Develops collaborations and referral process for services beyond the scope of The Link
• Arranges and participates in speaking engagements
• Participates in committees as appointed internally and, in the community,
