Enterprise PMO Lead for Federal government customer

BACKGROUND
SiloSmashers is seeking a highly experienced Enterprise PMO Lead to join its growing contract supporting a federal government agency at the CIO level, driving IT transformation and operational efficiencies through PMO excellence.
The Enterprise PMO Lead role is part of a management team within a matrixed organization. The successful candidate will interface regularly with contractor peers and direct reports, while establishing and nurturing relationships with senior level federal CIO leadership. The successful candidate is expected to perform as a trusted advisor, driving solutioning and execution across the federal customer's functional areas of Planning/EA, Governance and Compliance, IT Portfolio/Program/Project Management, and Financial and Budget Management.
ROLE RESPONSIBILITIES:
- Single point of contact for specific federal IT governance disciplines including CPIC, TBM, Enterprise Architecture, Regulatory Compliance, FITARA
- Complete the PMO framework in accordance with the established vision and roadmap
- Launch ITIL framework in accordance with the established vision and roadmap
- Elevate rigor supporting IT governance: CPIC
- Implement TBM towards phased maturity milestones
- Establish and deploy Enterprise Architecture framework
- Deploy FITARA with a focus on MEGABYTE
- Implement a streamlined project intake process and develop solution platform with Solutions Delivery team
- Institutionalize project rigor enterprise-wide
- Develop a PM Community of Practice
- Proficiency with modern project management tools (e.g., MS Project)
- Develop and implement the PMO's strategy, responsibilities, services, and deliverables
- Responsible for collecting and consolidating project data from Project Managers and business stakeholders to produce regular reports and insights for all levels of governance.
- Ensure communication of project management best practice and toolkit. Support training and report improvements.
- Maintain project knowledge repository, document revision/version control
- Analyze data including portfolio budgets, risks, and resource allocation.
- Conduct project audits and lessons learned
- Pro-actively seek opportunities to increase external and internal customer satisfaction
- Continually assess business case and evaluate strategic alignment of all projects
- Engage with OM Strategic pillars taking responsibility for own input and action
- Develop and implement standardized project management methodologies, policies, procedures, tools and templates across the organization
- Provide visible leadership and subject matter expertise in project management principles and disciplines
- Oversee all active projects, analyze status reports, identify risks and issues, and ensure mitigation plans are in place
- Oversee resource management and capacity planning for project teams and assets
- Partner with Strategy and Internal Communication teams to establish and manage project governance including steering committees, change management, and stakeholder communications plans
- Monitor key project metrics and health of project portfolio, report dashboard insights to executives
- Cultivate relationships and credibility with senior leadership and key stakeholders
- Drive process improvements by analyzing project data patterns and leveraging lessons learned
- Manage PMO budget, staffing, and operations to provide excellent service to business units
- Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system)
- Assist the Program Manager in working with the Government Contracting Officer (CO), the task order-level Task Managers (TM), Government management personnel and customer agency representatives.
- Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.
