The base salary range for this position is dependent upon experience and location.
New York or Maine: $116,000 to $145,000 plus bonus
CT: $128,000 to $160,000 plus bonus
Job Summary
The Emergency Preparedness Program Manager - Compliance, Documentation and After-Action Reporting role works collaboratively, as well as independently, as a team member to create, develop and implement the Avangrid emergency management preparedness functions (including UI, CMP, NYSEG and RG&E for electric and natural gas, Southern Connecticut Gas, Connecticut Natural Gas, Maine Natural Gas, Berkshire Gas, and AVANGRID hydro operations). This applies to both planning and preparation before an event and execution during an event.
This position/function is primarily responsible to ensure effective and efficient AVANGRID response to major system outages (electric and natural gas) and to secondarily work with all AVANGRID groups to plan for and coordinate other contingency protocols. Main duties include:
• Lead the emergency preparedness groups Compliance, Documentation and After-Action Reporting programs.
• Ensures effective analysis of new requirement (legislative or regulatory) and development of project plans and compliance evidence to demonstrate adherence to existing and new requirements.
• Work with key leaders and stakeholders across the company on key issues, new projects, collection of evidence and information needed for proper documentation and reporting
• Responsible for the development of programmatic and in-event compliance checklists, monitoring and reporting requirements.
• Manage After Action Reporting - Working with Emergency Operations staff to ensure quality and timely After-Action Reports following significant events. Works with Corrective Action Tracking Program Manager to transition corrective actions from AARs are tracked to completion.
• Lead emergency planning projects through creation and preparation of appropriate plans, procedures, SOPs and checklists for storms, emergencies and other risks/hazards.
• Prepare for and monitor compliance with regulatory requirements, creating systems for continuous improvement.
• Prepare reports on causes of events, damages, affected customers, restoration times, recovery plan and costs.
• Support department documentation and record keeping systems.
• Supports Rate Cases, as needed.
• Work as a member of the team ensuring appropriate training, drills and exercises.
• Responds to emergencies supporting the operating company Area and Incident Command System
• Modify and update detailed action plans based on lessons learned.
Key Responsibilities
This program manager position will play a critical role in the creation, development and implementation of the Avangrid emergency management preparedness and planning program. Responsibilities include pre and post emergency response activities. The established ICS structure will continue to manage and conduct operations during the actual emergency event. Responsible for driving strategy, continuous improvement and execution of emergency preparedness and operations activities. Develops effective emergency management policies and procedures to ensure preparedness for future events. Ensures internal alignment across internal and external stakeholder through effective and timely information sharing, coordination, communication, and reporting. Works as a team player and support all areas of emergency management and preparedness. May serve as the Avangrid emergency management representative for various governmental and/or regulatory entities. Will work with external entities, companies and organizations for relationship building, cooperative projects and to ensure best practices. Works with the Director of Emergency Preparedness to provide strategic direction regarding emergency preparedness and setting short- term and long-term program objectives. Will work creativity and innovatively to ensure that there is ongoing, continuous improvement throughout AVANGRID in the area of emergency management preparedness and planning.
Required Qualifications
Education & Experience Required:
Bachelors degree with 8 years relevant experience required.
Experience working in a regulatory environment, tracking compliance and evidence and producing reporting
Demonstrated experience requiring advanced organizational, writing and project management skills
Utility and/or emergency management or simil
