SUMMARY:  
The Human Resources Programs Specialist serves as a key member of the Human Resources Department by administering specialized HR programs, managing Human Resources technology systems, and ensuring the integrity of district personnel data and regulatory reporting. This position supports the district's recruitment, retention, and workforce development efforts by coordinating alternative educator pathway initiatives, maintaining critical HR information systems, and improving Human Resources processes through technology and innovation.

Working collaboratively with district staff, administrators, software vendors, and external partners, the Human Resources Programs Specialist provides leadership in HR systems administration, compliance reporting, program coordination, and continuous process improvement to ensure efficient, accurate, and responsive Human Resources services.
 

KEY RESPONSIBILITIES:

  • Coordinate district initiatives that strengthen educator recruitment, retention, and workforce development. This includes administering alternative educator pathway programs, such as registered apprenticeship programs and future workforce initiatives, and facilitating the alternative teacher certification process through the Alaska Department of Education and Early Development (DEED), including tracking participant progress and certification requirements. Develop partnerships with colleges, universities, state agencies, and community organizations while monitoring program requirements, participant progress, and applicable grant and reporting obligations.
  • Serve as the district administrator for Human Resources technology systems, ensuring software applications effectively support district operations. Maintain system configurations, user access, workflows, documentation, and data integrity while coordinating software updates, testing, vendor support, and end-user training. Identify opportunities to improve efficiency through automation and system enhancements.
  • Maintain accurate and confidential personnel data and prepare required state, federal, and local Human Resources reports. Ensure compliance with reporting requirements, district policies, negotiated agreements, and applicable laws while providing workforce data and analysis to support organizational planning and decision-making.
  • Evaluate Human Resources business processes and recommend improvements that increase efficiency and strengthen operational effectiveness. Lead or support implementation of new technologies, system enhancements, workflow improvements, and other Human Resources initiatives that advance district goals.
  • Provide technical assistance, training, and consultation to district employees and administrators regarding Human Resources systems and programs. Foster collaborative working relationships across departments, serve as the primary liaison with assigned software vendors, and contribute to a culture of continuous improvement within the Human Resources Department.


QUALIFICATIONS:

Education:

  • Bachelor's degree in human resources, Business Administration, Public Administration, Information Systems, Education, Accounting, or a related field. Relevant experience may substitute for educational requirements. Additional professional certifications are desirable.

Experience:

  • Minimum of three years of progressively responsible experience in Human Resources, HR systems administration, program administration, project management, or a related field.
  • Experience administering enterprise Human Resources software systems and managing complex data.
  • Experience coordinating workforce development, educator preparation, or recruitment programs is preferred.
  • Experience preparing state and federal compliance reports is preferred.
  • Experience in a public school district, municipal government, or other public-sector organization is strongly preferred.
  • Experience working in a unionized environment is preferred.

Technical Skills:

  • Knowledge of Human Resources Information Systems (HRIS), ERP systems, applicant tracking, learning management, evaluation systems, and related technologies.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office, including advanced Excel skills.
