This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
Navarro seeks a Facilities Property Manager who will be responsible for providing direct oversight of 222-S complex General Purposes Facilities (GPFs), assigned work scope, and supervision of Hanford Atomic Metal Trades Council (HAMTC) craft support workforce in support of maintenance of GPFs. This position reports to the Facility Operations Director and coordinates with other Hanford Site Prime Contractors to facilitate building maintenance and code compliance. This position will provide leadership and oversight in the planning and execution of maintenance activities; control work to ensure a balance of craft skills, worksite supervision, and documentation; ensure field personnel are compliant with company mandated and other applicable policies, procedures, programs, and regulations including DOE directives, personnel safety, and environmental compliance and safety of the general public.
Responsibilities:
Under general managerial oversight:
- Comply with Navarro-ATL policies and procedures.
- Ensure Integrated Safety Management System (ISMS) principles are incorporated into organization's activities.
- Accountable for safety based on the principal of no injuries to anyone.
- Coordinate with Other Hanford Stie Prime Contractors to ensure Property Management Policy and Plan are adhered to.
- Set high standards of performance for self and others.
- Manages assigned scope and subordinates by ensuring adequate resources are provided, assigning and tracking tasks, evaluating personnel performance and providing professional development opportunities.
- May oversee one or more subordinate manager or supervisor.
- Adhere to the highest standards of ethical business conduct.
- Develop effective working relationships with bargaining unit and non-bargaining unit personnel, demonstrating mutual respect and cooperation.
- Follow through with commitments.
- Plan/execute multiple, complex field activities with a demonstrated record of successful schedule execution.
- Provide status and communicate work scope at Plan of the Day and Plan of the Week meetings.
- Resolve resource and schedule issues.
- Provide effective progressive performance management of employee issues; respond to employee issues and concerns and resolve, to the extent practicable, bargaining unit grievance issues.
- Provide input to engineering and other organizations for improvement initiatives relating to 222-S general purpose facilities and maintenance.
- Perform Integrated Contractor Assurance System (iCAS) resolution.
- Responsible for the management of the 227-S Warehouse and associated activities including receiving, conducting inventory reviews and excessing.
- Responsible for the management of Navarro-ATL Facility Information Management System (FIMS) and Facility Information and Number Database (FINDS) with HMIS to ensure areas are compliant.
- Responsible for the management of real property assets and spare part program to include inventory, procurement, routine assessments, and devaluing property.
- Manage Navarro-ATL GPFs help desk.
- Provide expertise on maintenance issues and evaluations.
- Perform other duties as assigned.
Requirements
Minimum Qualifications:
Grade 20:
- Bachelor’s Degree (BA/BS) in related discipline and ten (10) years of related work experience in maintenance/construction, to include a minimum of 3 years in a supervisory capacity, or equivalent combination of education and/or experience.
