RIVA Solutions is seeking a Technical Specialist III to provide advanced business support services to the National Oceanic and Atmospheric Administration (NOAA) under the NEITS program. This role focuses on delivering operational excellence in areas such as budgeting, finance, acquisition planning, and business process improvement to support NOAA’s N-Wave mission. The selected candidate will serve as a subject matter expert in coordinating programmatic support activities, leveraging a background in business operations within federal environments. Core Responsibilities:
RIVA Solutions is seeking a Technical Specialist III to provide advanced business support services to the National Oceanic and Atmospheric Administration (NOAA) under the NEITS program. This role focuses on delivering operational excellence in areas such as budgeting, finance, acquisition planning, and business process improvement to support NOAA’s N-Wave mission. The selected candidate will serve as a subject matter expert in coordinating programmatic support activities, leveraging a background in business operations within federal environments. Core Responsibilities:
- Provide comprehensive support to NOAA’s business team in budgeting, finance, acquisitions, and process management
- Assist in the development, maintenance, and monitoring of program budgets; identify risks and provide mitigation strategies
- Coordinate and facilitate internal project meetings, including agenda preparation, meeting minutes, and action item tracking
- Manage and track project deliverables and milestones across the N-Wave program
- Develop process improvement recommendations and coordinate implementation efforts with internal N-Wave teams
- Deliver acquisition lifecycle support, including drafting acquisition strategies, SOWs, IGCEs, and supporting market research
- Ensure all deliverables are submitted in draft form for government review and approval
- Utilize Smartsheet to support business tracking, coordination, and workflow documentation
- U.S. Citizenship and ability to obtain Public Trust
- Bachelor's degree (BA/BS) in a business, finance, or technical discipline
- 6–8 years of relevant experience providing business or technical support within federal or enterprise environments
- Demonstrated experience supporting program operations in budgeting, finance, or acquisitions
- Strong analytical and organizational skills with ability to manage multiple projects simultaneously
- Excellent communication skills and attention to detail
- Proficiency with Smartsheet and Microsoft Office Suite (Excel, PowerPoint, Word)
- Prior experience supporting NOAA or other mission-driven federal science agencies
- Knowledge of federal acquisition lifecycle and documentation standards
- Familiarity with developing IGCEs, market research summaries, and SOWs
- Experience working within hybrid or remote federal support teams
