The Opportunity:


CACI is seeking an experienced Business Systems Analyst to assist in supporting organizational growth while streamlining processes in support of the NAVSEA 04X Ship Maintenance Performance Group NAVSEA 04X3 Division, which focuses on Corporate Metrics and Data Analytics, Business Process Reengineering, Operations, Administrative and Facilities and Equipment Maintenance project teams. In this role, you will be working across multiple functional teams where complex problem-solving and communication skills are critical to success. This position is based at the Norfolk Naval Shipyard (NNSY) Portsmouth, VA. A current onsite with flexible schedules is in place. Must currently hold or be able to attain U.S. Government Secret Security Clearance (Minimum). (US Citizenship is required in order to obtain a security clearance from the DoD.)

Responsibilities:


• Optimize and right-size organizational structure, reporting relationships to improve stakeholder engagement and responsiveness to customers’ needs.
• Crafting talent development strategies to enhance workforce capability for new service lines and across additional locations.
• HR operational system standardization and integration with multiple federal and non-governmental stakeholders.
• Provide key aspects of Kanban methodologies to development and maintain visual workflows, workflow management, bottleneck identification, resource allocation and continuous improvement.
• Staff development through training and facilitation to optimize team performance and build organizational agility.
• Provide leadership and guidance to Human Resources and operations divisions.
• Provide Subject Matter expertise in Change Management using Prosci techniques and methods.
• Technical writing to include brief development, designation and development letters, standard operating procedures (SOPs), policies and infographics.
• Providing organization reporting on weekly, monthly and ad hoc basis.
• Provide administrative support to include organizational file and folder establishment, annual binders/documentation, organizational calendar management consolidation, periodic trainings and equipment property pass database sustainment.
• Provide all aspects of facilitation including, planning and preparation, guidance discussions, managing team expectations at training sessions, quarterly and fireside meetings, workshops and decision-making processes.
• Perform business and/or technical analyses to understand current customer environments (including discrepancies and inconsistencies), define customer needs, determine potential strategies, and deliver plans/proposals for process improvement opportunities and/or projects.
• Plans and conducts management studies, reviews, and investigations to develop and recommend procedures and to determine adherence to program requirements.
• Experience in evaluating business requirements and transforming into deliverables.
• The ability to conduct studies, gather data, identify special project requirements, and provide detailed comprehensive analysis for all aspects of DOD and navy maintenance business models.


Qualifications:

Required: 

  • Bachelor’s degree in a field related to Business, Engineering, Human Resources or related field.

  • At least 7 years of experience in the Naval Maintenance Community and subject matter expertise in Naval Shipyard Operations to produce innovative solutions eliminating weaknesses in team / process performance and business strategy, systems development, and organizational change.
