About the Job

Manages overall Global Sourcing and Procurement activities (direct & indirect procurement) within a large size Operating Center, across all Business lines 

Job Accountabilities : 

Thinking Strategically / Embracing Changes 

• Defines the roadmap and objectives for the OC GSP activities and personnel, in line with the overall GSP roadmap  
• Defines and maintains updated procurement programs and procedures in line with the Group’s policies as well as local requirements, regulations and possible Project’s specificities 
• Appoints the Project Procurement Managers, coordinators, buyers and other required resources for the execution of projects within the OC 
• Manages the procurement activities on the proposals and projects through the team of Section Heads, PPMs, VPM Manager and Transport & Logistics Manager 
• Manages the Indirect Procurement activities through the Indirect Procurement Section Head 
• Harmonizes the work processes within the departments and sections, and more generally with the other OCs 
• Contributes to the strategy, initiatives and continual improvement of GSP  
• Acts as the main Procurement interface for the OC Leadership Team and GSP Management 
• Manages operational priorities in line with the OC MD directives and GSP VP instructions 
• Maintains a close follow-up of the proposal activities and anticipates workload / headcount requirements in line with projected workload and sustainability of the OC GSP competences and experience  
• Defines jointly with SH the purchasing strategy applicable to proposals / projects, for further discussion and agreement with the Project PPM and VP GS&P 
• Acts as the main OC contact for the vendor top management, working in collaboration with the CMs and SHs to ensure leverage for negotiation and execution concerns  

Drive Results  

• Ensures a strict application of the Group’s procedures, guidelines and best practices 
• Monitors the world market trends and recommends the necessary adjustments of Company policies and procedures, leading to possible alerts 
• Creates and maintains a robust network of suppliers to ensure T.EN’s competitiveness and access to best products & resources 
• Knows the market trends and recommends the needed execution strategies at tender and execution phased 
• Supports teams to evaluate complex contractual situations, including application of penalties/ liquidated damages, deviations to contractual terms, bankruptcy cases, etc. 
• Takes action to reconcile the specific interests of the Project and the overall long term interest of the Company 
• Establishes and maintains satisfactory relationship with vendors and for developing and consolidating the reputation of the Company

• Defines training and career plans for its pool of talents 
• Evaluates workload and implements a hiring plan in line with P&C processes 
• Assesses the organization efficiency and work environment including the Team’s well being 
• Keeps the GSP population updated on the GSP Global and OC-specific activities through townhall presentations and other communication means
