JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for a Tactical Navigation and Geophysical Department Head to join our Navigation Research and Development Division of the Applied Research Laboratory (ARL) at Penn State University. ARL/Penn State’s purpose is to develop innovative solutions to challenging national problems in support of the Navy, DoD, and Intel communities engineering and technology needs. The Tactical Navigation and Geophysical Department provides research, development, test and evaluation, system engineering independent technical evaluation and advice, and navigation education and training to a variety of Navy and DoD customers.

Responsibilities include:

• Oversee, manage and execute department programs
• Supervise and mentor department staff
• Prepare and execute department budgets
• Recruit and develop students
• Ensure fiscal viability of the department
• Allocate department resources
• Develop new business opportunities
• Interact and collaborate regularly with program management, program sponsors and stakeholders
• Organize and direct a multi-disciplinary, strong and diverse engineering team
• Oversee systems engineering and design work, including system and sub-system requirements and design
• Resolve or assist in the resolution of conflicts and the mitigation of risks within programs
• Perform engineering work related to navigation engineering
• Participate in the strategic planning process and provide input into strategic decisions for organization, unit and strategic partners
• Occasional travel will be required.

Faculty rank will be commensurate with education and experience  Minimally requires a Bachelors’ degree in an engineering or science discipline plus five years’ related experience. 

This position can be filled as a Research and Development Engineer or Non-tenure Research Faculty.

Requirements include:

• Strong Systems Engineering background
• Knowledge and background in the area of navigation, integration of navigation systems into navy and army platforms, and modelling and simulation of navigation systems
• Project management skills which include producing project schedules, tracking critical paths, monitoring the progress of technical work, working with program managers and department heads to identify and resolve issues, and creating input for the generation of routine project
