The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

Your Team:

The Division of Program Policy and Innovation (DPPI) will provide support across the Office of Housing Access and Stability (HAS) to coordinate policy development and analysis, support implementation of new rules and regulations, monitor program integrity and compliance, manage the selection of contracts for project-based rental assistance and improve outcomes for program participants beyond affordable housing. Within the Division, the Policy and Stakeholder engagement unit will be focused on ensuring that policies and practices across the Office are informed by those most able to benefit from them.

HAS’ Division of Tenant and Owner Resources (DTOR) is responsible for the administration of rental subsidy programs, which consists of the Regular and Enhanced Section 8 Program also known as Housing Choice Voucher (HCV), Project Based Voucher (PVB), Moderate Rehab Section 8, Moderate Rehab Single Room Occupancy (SRO), Continuum of Care (CoC)-Shelter Plus Care (SPC) and other housing subsidies. Through these programs, HPD serves approximately 40,000 households in all five boroughs. Over 9,000 landlords currently participate in our programs. DTOR is responsible for initial application screening, confirming eligibility requirements, vouchering process, and tenant briefings. As well as monitoring tenant and landlord compliance with their obligations under each program, DTOR is also responsible for processing annual and interim recertifications to update family income, asset, and family composition and recalculate the subsidies, tenant moves and transfers, approved rent increases, Housing Assistance Payment (HAP) abatements and reinstatements to enforce Housing Quality Standard (HQS) inspection results and tenant reported changes.

Your Impact:

The Quality Assurance Specialist (QAS) is responsible for coordinating quality assurance checks, assisting with internal and external audits, and assisting in the research, preparation, and implementation of recommendations. Additionally, they will assist the Senior Quality Assurance Specialist with data analysis collected from audits and file reviews and preparing statistical reports in order to communicate procedural and policy changes and/or other relevant information. As necessary, the QAS may conduct trainings to also communicate these changes. The QAS serves as liaison between HPD, landlords, tenants, Section 8 Applicants, auditors and quality assurance professionals in keeping the Deputy Director of Quality Assurance aware of any special situations that arise, and requesting guidance on procedures and protocols as appropriate. The QAS is also responsible for researching and responding to written and telephone inquiries and correspondence; organizing and scheduling appointments, meetings, and events; and producing and distributing correspondence memos, letters, faxes, and forms. The QAS will coordinate with HPD’s Fiscal operations to ensure client’s payments or adjustments are made in a timely manner.
