CORE JOB SUMMARY
The Manager, Benefits develops, recommends and implements approved, new or modified benefits plans and supervises administration of existing plans to include health and welfare, retirement, disability, life, voluntary benefits, etc. The manager also surveys industry and/or community standards to determine the University's competitive position in employee benefits.

CORE JOB FUNCTIONS
1. Administers employee benefits programs such as retirement plans; medical, dental, vision plans; life insurance plans; temporary disability programs; and wellness programs.
2. Evaluates and compares existing company benefits with those of other employers by analyzing other plans, surveys and other sources of information. Plans, develops and/or participates in area and industry surveys. Analyzes results of surveys and develops specific recommendations for review by management.
3. Develops specifications for new plans or modify existing plans to: maintain company's competitive position in labor market, and obtain uniform benefits package for all company locations, where possible.
4. Recommends classes of eligible employees for new or modified plans. Manages census data and solicits insurance companies for quotations.
5. Implements approved new plans or changes to existing plans by assisting with the benefits announcement materials, plan summary documents and other media for communicating plans to employees. Conducts employee meetings and arranges for enrollment. Provides information and counsel to management and employees on existing benefits.
6. Assists with the preparation and execution, with legal consultation, benefits documentation, such as original and amended plan texts, benefit agreements and insurance policies. Ensures prompt and accurate compliance.
7. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management. Coordinates company benefits with government-sponsored programs.
8. Handles benefits inquiries and complaints to ensure timely, equitable, courteous resolution. Maintains contact in person, and by phone or mail, with hospitals, physicians, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.
9. Supervises maintenance of enrollment and claims records for all benefits plans.
10. Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.  Ensures employees are trained on controls within the function and on University policy and procedures.

CORE QUALIFICATIONS
Education:
Bachelor’s degree in relevant field required

Experience:
Minimum 5 years of relevant experience required

Certification and Licensing:
