General Summary: The Senior Director of Property & Facilities Management provides strategic and operational leadership for the organization’s portfolio of affordable housing communities, Arizona licensed residential facilities, and administrative offices. This role ensures all facilities are safe, well-maintained, functional, mission-aligned, and supportive of residents, members, and staff.
While the Senior Director does not oversee regulatory compliance for licensed residential programs, they work closely with the Licensing Department and Program teams to ensure buildings, systems, equipment, and environments support compliance requirements and remain inspection-ready.

JOB RESPONSIBILITIES:
Strategic Property & Facilities Leadership
· Supports and furthers the vision, mission, and goals of the organization.
• Develop and implement a property and facilities management strategy for a multi-site portfolio including affordable housing, licensed residential facilities, and offices.
• Lead long-term capital planning, asset preservation, and facility modernization initiatives.
• Provide executive-level recommendations regarding renovations, repairs, acquisitions, and major capital projects.

Affordable Housing Property Management
Oversee daily property operations, including leasing support, tenant relations, occupancy management, and work order response.
• Ensure adherence to HUD, LIHTC, Fair Housing, HQS, and other relevant affordable housing requirements.
• Maintain strong documentation for inspections, monitoring, lender audits, and funder reviews.
• Ensure annual unit inspections and timely corrective work.
Facilities Operations & Maintenance
• Direct all maintenance, repair, custodial, landscaping, and preventive maintenance activities across the portfolio.
• Oversee building systems including HVAC, plumbing, electrical, fire/life safety, alarms, and access control.
• Create and enforce standards for work order timeliness, quality, and communication.
• Implement sustainability, energy efficiency, and environmental health initiatives.

Safety, Security & Risk Mitigation
• Oversee facility security systems, access control, surveillance, and safety protocols for housing, licensed programs, and office locations.
• Ensure buildings meet OSHA, fire safety, and life-safety standards.
• Conduct regular risk assessments and partner with Program and Licensing leaders to resolve facility-related risks.
• Lead facility-related components of emergency response, crisis mitigation, and disaster preparedness.

Cross-Department Collaboration
• Work closely with the Quality Management & Licensing to meet facility-related requirements for Arizona residential programs.
• Collaborate with Program, Housing, and Clinical leaders to ensure facility environments support service delivery.
• Coordinate with Finance on capital planning, budget forecasting, and asset management.
• Partner with HR and Safety on workplace safety initiatives and emergency preparedness.

Financial & Contract Management
• Develop and monitor operating budgets, maintenance budgets, and capital improvement plans.
• Lead procurement, vendor selection, contract negotiations, and performance management.
• Ensure facilities operations achieve cost-effective outcomes while preserving asset quality.

Team Leadership & Development
• Lead property management, maintenance, and facilities teams; support onsite staff across multiple locations.
• Recruit, train, and mentor team members to ensure high performance and service excellence.
• Promote safety practices, professionalism, and a resident-centered culture.

Other Duties
• Policy development, revision, and editing.
• Performs other duties as assigned or necessary as they relate to the general nature of position.
