Job Description
The Virginia Department of Motor Vehicles (DMV) is looking for a dynamic, strategic, and results-oriented Director to lead our Administrative Services Department. In this key leadership role, you will oversee critical operations including mailing, printing, warehousing, and distribution, ensuring seamless efficiency and strict compliance with DMV policies as well as federal and state regulations. The ideal candidate will be a proactive change agent, driving process improvements, optimizing resources, and fostering high-performing teams to support the DMV’s mission of delivering exceptional service to Virginia’s citizens.
Responsibilities Include:
• Setting clear performance goals aligned with organizational objectives, ensuring employees understand their roles and expectations
• Managing warehouse inventory, including receiving, storage, rotation, and distribution, ensuring compliance with DMV policies as well as addressing critical issues if needed
• Developing and managing budgets, monitor expenditures, and authorize payments to ensure financial efficiency and compliance
• Conducting regular audits to evaluate compliance with DMV policies, federal/state regulations, and operational standards
• Overseeing relationships with external vendors, including UPS, FedEx, Pitney Bowes, USPS, and other third-party courier services, ensuring operational alignment and quality service
• Overseeing the Warehouse, Mail Services, Print Services, and Inserter Operations, ensuring production remains on schedule and in compliance with DMV procedures and state/federal regulations
Minimum Qualifications
• Proficiency in managing data entry, analysis, and report preparation for regulatory compliance using PC applications.
• Proven ability to coordinate multiple teams and stakeholders to achieve high performance and compliance with state and federal regulations.
• Experience optimizing processes, layouts, and workflows, and implementing sustainability initiatives in production and distribution operations.
• Experience managing vendor relationships, including negotiating contracts for purchasing, repairing, or replacing specialized equipment in transportation settings.
• Experienced in preparing and managing budgets to meet regulatory requirements.
• Hands-on experience in inventory control and warehouse management, including multi-location distribution systems and/or high volume printing/mail operations.
• Supervisory experience in managing teams, providing training, and conducting performance evaluations.
• Experienced in project planning, timeline management, and procurement.
• Must possess a valid driver's license with a driving record that reflects responsibility and adherence to highway safety standards with no more than 6 demerit points.
Additional Considerations
• Familiarity with DMV systems (e.g., CSS, OnBase, MoveIt).
• Background in government or public sector roles, particularly in transportation, enforcement, or technical operations.
• Leadership experience in cross-training staff across printing, mailing, and warehousing functions.
