Environmental Analyst IV - Regional River & Floodplain Manager

Overview

The Department of Environmental Conservation is seeking a River and Floodplain Manager to support the review of projects for compliance with the Vermont's Flood Hazard Area & River Corridor (FHARC) rule. This position will also support Vermont communities in the review of local flood hazard area projects. The right candidate will be an individual with education and skill sets in river science or floodplain management and have interest in working to protect rivers and floodplains in Vermont. 

 

Within the assigned region, this position is responsible for:

• Evaluation and review of FHARC permit applications or project proposals for river corridor & floodplain management compliance. 
• Providing technical assistance and support to individuals, municipalities, consultants, and state agencies regarding the feasibility of proposed development proposals or hazard mitigation projects in Vermont. 
• Conducting field work or site inspections to identify issues related to floodplain and river corridor management requirements.
• Assisting municipalities or State agencies with post-flood recovery, technical assistance, and outreach. 
• Refer or assist on compliance efforts for the FHARC rule, Act 250, and providing technical assistance to municipalities seeking compliance for floodplain development. 

 

Candidates should have the following skills and experience:

• Working knowledge of floodplains and natural river systems.
• Excellent written and verbal communication skills.
• Experience working with the public, including education in each interaction.
• Demonstrated commitment or ability to advocate for and cultivate an equitable, diverse, and inclusive environment, and for environmental justice goals.
• Ability to collaborate with partners from a variety of backgrounds.
• Experience reviewing and analyzing site plans, grading plans, and related engineering and surveying schematics, or reviewing stream geomorphic assessment data.
• Proficiency in the use and application of ESRI ArcGIS mapping software.

 

Preferred skills include:

• Familiarity with or working knowledge of riverine hydrology/hydraulics and fluvial geomorphology, including Vermont's Stream Geomorphic Assessment (SGA) data.
• Experience with FEMA's National Flood Insurance Program (NFIP) and Hazard Mitigation Assistance (HMA) programs.
• Experience or awareness on the use of plain language to communicate complex concepts.
• Has experience or knowledge with aquatic habitat and biota.
• Certified Floodplain Manager (CFM) certification a plus. 

 

This work is performed under the supervision of the River Corridor & Floodplain Protection section of the Vermont Rivers Program. They will be a part of a collaborative team who primarily telework when not in the field. Considerations for teleworking on non-field days are a strong possibility in consultation with the supervisor.  Assigned office location can be in the regional office locations in Springfield, Saint Johnsbury, or Essex Junction, or the position can be assigned to the main office in Montpelier.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.
