General Summary: Reporting to the President, the Business Affairs Officer is responsible for providing leadership in financial planning and management, administering the College’s accounting, business, security, facilities and risk management services and operations, and advising College leadership on all financial matters.
Principal Duties and Responsibilities:
- Serves as member of the College’s leadership team responsible for strategic planning, fiscal management, policy setting, and labor/employee relations. Works with the President and Vice-Presidents in assessing organizational performance against annual budget and business goals.
- Directs all aspects of the College's security operations, facilities, café, and business services and operations that includes but is not limited to purchasing, inventory management, bursar, accounts payables, contracts, capital planning, and construction functions.
- Oversees the College’s budgeting process, including working with faculty and staff in budget planning and development.
- Works collaboratively with the President to develop long-range strategies and solutions to complex issues that arise making sure to optimize resources and minimize fiscal risk.
- Performs all accounting related functions including general ledger maintenance, payroll reconciliations, and financial analysis and reporting; and coordinates internal and external audit activities. Maintains accounting systems and internal controls of income and expenditures and prepares accurate and timely financial reports for College use.
- Oversees all operations of finance, purchasing, and reporting systems, to ensure compliance with GAAP and other regulatory requirements; maintains internal control safeguards and coordinates audit activities.
- Creates and reviews contracts with vendors, as well as work with the vendor’s external legal counsel, when necessary.
- Oversees the efforts of the Bursar’s Office in conjunction with the Financial Aid office to ensure accurate financial aid processing and compliance with financial aid regulations.
- Performs administrative duties associated with maintaining a safe work environment, training employees, communicating job expectations, monitoring and appraising job performance, and managing employee time and attendance. Maintains compliance with CCSNH and College policies and procedures, the provisions of the Collective Bargaining Agreement, and state and federal regulations.
- Attends workshops, seminars, and conferences for professional development, responds to technology and integrates into work assignments.
- Complies with all system, college, state and federal rules and regulations.
- Performs other duties as assigned.
Qualifications:
Education: Bachelor’s degree from a recognized college or university in finance, accounting, business administration, or public administration. Master’s degree desired.
Experience: Eight (8) years of experience in fiscal management including supervisory or administrative experience. Experience in education, government, or not-for-profit environment desired with higher education experience preferred.
Certifications: Valid Driver’s License or access to statewide transportation.
Additional Desired Qualifications: Thorough knowledge of GAAP accounting principles. Ability to compile, analyze, interpret, report, and present financial
