The Police Operations & Training Program Manager is responsible for the strategic planning, development, and administration of the Police Department’s training, compliance, and administrative support programs. This position serves as a key advisor to command staff and plays a critical role in ensuring operational readiness, regulatory compliance, risk mitigation, and organizational effectiveness.

This role has significant responsibility for program, budget, and policy oversight, and interagency coordination, directly impacting department performance, liability exposure, and public safety outcomes.

DUTIES & RESPONSIBILITIES:

Strategic Leadership & Program Management:

  • Leads the development and execution of the department’s comprehensive training and professional development strategy.

  • Manages and administers the training, compliance, and administrative services programs, ensuring alignment with departmental goals and industry best practices.

  • Advises the Chief of Police and command staff on training needs, compliance risks, operational readiness, and policy development

  • Develops long-range plans, performance metrics, and program evaluations to improve organizational effectiveness.

  • Leads cross-functional teams, committees, and special projects related to training, accreditation, and operational initiatives.

Training, Compliance & Risk Management:

  • Serves as the department’s subject matter expert on Colorado POST requirements, ensuring full compliance with all state-mandated training standards.

  • Oversees training compliance systems, audits, and accreditation readiness efforts; serves as liaison during inspections and reviews.

  • Monitors legislative and regulatory changes; implements necessary updates to policies, procedures, and training programs.

  • Develops and delivers training related to departmental initiatives, legal updates, and operational priorities.

  • Maintains official training records and documentation in compliance with legal and accreditation standards.

Budget, Grants & Resource Management:

  • Monitors the division budget, including forecasting, expenditure tracking, and cost-control strategies.

  • Identifies, applies for, and manages grant funding opportunities, ensuring compliance with all reporting requirements.

  • Collaborate with the teams on budgeting requests and invoices for academies and other training needs.

  • Oversee procurement, inventory control, and lifecycle management of department equipment and supplies.

Personnel Support, Recruitment & Workforce Development:

  • Partners with Human Resources to lead and enhance recruitment, selection, onboarding, and retention strategies.

  • Coordinates and oversees all phases of hiring processes, including testing, interviews, and background coordination.

  • Develops workforce planning and succession strategies to support long-term organizational needs. · Provides functional supervision, leadership, and guidance to sworn and civilian personnel assigned to training and administrative programs.

  • On-boarding of new employees, including working cross departments to ensure proper equipment is provided for
