DCAS Human Capital (HC) oversees New York City's Civil Service System, ensuring the City's workforce operates with fairness, integrity, and accountability. HC manages the development and administration of civil service exams, providing City agencies with the foundation to staff critical roles across government. Beyond exams, HC shapes and implements citywide policies, drives professional development and training programs, and ensures compliance with civil service law and other regulatory requirements, enabling City agencies to deliver essential services effectively and reliably.

The Bureau of Examinations seeks to hire ten (10) Special Examiners (Physical Tests) to support the administration of physical ability tests required for first responders and other physically demanding positions, ensuring candidates meet rigorous physical standards.

Special Examiners (Physical Tests) will be responsible for, but not limited to, the following tasks:
- Guide Candidates Through Testing: Instruct candidates on the proper execution of physical test events, ensuring clarity, safety, and adherence to standardized procedures.
- Ensure Safety and Compliance: Inspect candidates for proper equipment, accompany them during tests, supervise equipment removal, and summon medical assistance, if necessary.
- Evaluate Performance Accurately: Observe and record candidate performance, scoring each event with precision and consistency.
- Maintain Data Integrity: Record all required data (e.g., scores, times) for each candidate; prepare incident reports and immediately notify the Examiner-in-Charge and Bureau leadership of unusual events.
- Prepare Testing Sites: Set up test materials and equipment for each candidate, ensuring a smooth and professional testing environment.
- Support Legal and Regulatory Processes: May testify in court or provide official documentation regarding candidate performance or test administration.
- Collaborate Across Teams: Work closely with Bureau staff to support the integrity of all testing operations and help maintain the highest standards for civil service hiring.

Schedule and Assignment Tenure:
- Assignments may include up to four 10-hour days per week, generally between 7:00am and 5:00pm.
- Physical testing typically occurs twice annually, with each testing cycle lasting approximately three months.
- Assignments conclude at the end of each testing cycle and resume with the next scheduled round.

Qualifications

1. A baccalaureate degree or higher from an accredited college or university; or

2. An associate degree from an accredited college or university, and two years of full-time paid work experience; or

3. A high school diploma or its educational equivalent and four years of full-time work experience; or

4. A teaching certificate or teaching license and two years of full-time work experience teaching any discipline or grade (active/retired); or

5. Service in the U.S. Armed Forces, attainment of a pay grade of E5 or higher, and experience having been responsible for troop physical fitness; or

6. A valid (non-expired) personal trainer certification from one or more of the following organizations:
a. American College of Sports Medicine (ACSM)<
