GENERAL DESCRIPTION:  


This position supervises the VRP Brownfields Assistance Program (BFAP) and Orphan Sites Remediation Program (OSRP). The common goal of these programs, through implementing statutory and regulatory requirements, is to ensure protection of human health, ecological receptors and the environment through investigating and remediating contaminated sites.  Additionally, a primary goal of the BFAP and OSRP is to remediate properties so they can be put back into productive use and provide economic and social benefits to communities and the State.

  • Supervise multiple direct reports and display high levels of leadership and communication skills.
  • Apply for and manage various grants, including EPA Brownfields Grants or funding opportunities awarded to the programs, including working with DEQ accounting to ensure reporting is accurate and consistent.
  • Produce well-written grant applications, reports, and correspondence.
  • Assist communities, non-profits, and other eligible entities in identifying, investigating, and remediating contaminated properties, including identifying grant or other funding opportunities.
  • Makes independent judgment of compliance through oversight/interpretations of regulations & reports.
  • From an environmental perspective, may review, analyze, evaluate and interpret technical (biological, chemical, geological, and hydrogeological) land, water and/or property data.
  • Makes recommendations with respect to the technical data and reports and enforcement issues.
  • Answers technical questions related to policies, procedures and statutes.
  • Resolves conflict between technical opinions and personalities in a positive manner and works cooperatively with internal and external stakeholders to achieve objectives and requirements of the program and department.
  • Measures, monitors, regulates and manages resources and resource utilization in accordance with applicable laws, regulations, and court decrees.
  • Represents agency in meetings with various State, Federal, private entities, internal and external workgroups and engages with stakeholders to represent the State’s regulatory interests.
  • Makes presentations to various interest groups and public meetings.
  • Mediates mid-level disputes between contractors and consultants.
  • Participates in the decision-making process at the mid-management level.
  • Manages multiple projects and contracts, including development of  Scopes of Work for contracts, manages contracts and contractors, and approves invoices in accordance with state requirements.
  • Management includes planning, design, implementation, and/or directing consulting activities or complete responsibility for a specific activity or project.
