The Program Quality Lead (PQL) in the Naval Systems and Sustainment (NSS) sub-Strategic Business Unit (SSBU) will aid programs within the SSIS portfolio and work as an on-site employee at either our San Diego, CA or Tewksbury, MA locations.  Occasional on-site presence in San Diego is required if based in Tewksbury.  You will promote and execute with a quality mindset, practices, knowledge transfer, and collaboration. This individual will assist in implementation of Mission Area strategic quality improvements across contracts.

This role will work to ensure the effective implementation of Quality and Mission Assurance requirements of the programs, and interface with US Government Customers, Suppliers, and our internal Raytheon Quality team.  The SSIS portfolio includes contracts in all Raytheon Lifecycle Program Management (RLPM) phases, including design and development, production, and sustainment.

This is an “Onsite” role in either San Diego, CA or Tewksbury, MA

What You Will Do:

  • Interface with the program quality teams, programs, customers, and Integrated Product Teams (IPTs), supporting technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements.
  • Closely interface with external and internal customers and key partners to establish effective relationships.
  • Must have the ability to manage and impact across multiple levels of stakeholders and multiple locations, as it is vital to the success of this role.
  • Responsible for quality of delivered products and services to our customers, stakeholders of quality risks, uncertainties and opportunities, key team members in resolution of customer expectations and relationships related to Mission Assurance and Quality.
  • Developing and implementing strategic and tactical Mission Assurance plans that will closely affect the programs’ implementation and influence.
  • Improve processes or systems using significant conceptualizing, reasoning, and interpretation skills. Problems and issues faced are numerous and undefined, and information is typically difficult to obtain.
  • Assuring inclusion of quality requirements, planning, and consistency for program proposals and subsequent management of the quality budget.
  • Monitor/ lead root cause corrective action (RCCA) activities for systemic issues and to ensure extensive RCCA.
  • Generation of new Cost of Quality (CoQ) projects to reduce costs on the program.
  • Support implementation of APQP as applicable.
  • Manage, and develop a team of Quality professionals

Qualification You Must Have:

  • Typically requires Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and ten (10) years of engineering experience, with specific experience in the following areas;
    • Working experience with ISO 9001 and/or AS9100 Quality Management Systems.
    • Working experience with performance to cost, schedule, and technical performance including Cost Accounting Methodologies (Earned Value).
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer:

  • Six Sigma, Lean, CORE, or American Society for Quality (ASQ) Certification.
  • Earned Value Management System (EVMS) certification.
  • Experience with Integrated Product Development System (IPDS) or similar gate management process.
  • Experience in other functional area such as engineering, supplier engineering, or operations.
  • Experience establishing cost estimates and Basis of Estimates (BOEs).
  • Effective verbal and written communication and networking skills to work with upper management and customers.
  • Hands-on experience in solving both business and technical problems.
  • Experience achieving goals and implementing continuous improvement.
  • Experience applying contract flow and compliance.
  • Active Secret, or higher, DoD Security Clearance
