Director, Program Management Office

Texas Biomed is searching for a Director, Program Management Office (PMO) in our Applied Science and Innovation (ASI) unit. This person is responsible for establishing and overseeing the Program Management Office including ensuring alignment with organizational goals, strategic oversight of projects and programs, and fostering scalability and efficiency. 

The Role:
Provide direction, leadership, training and motivation to ensure successful delivery of projects and programs.

Develop, initiate and lead work projects for the development and implementation of process improvements, and policies and procedures that promote Texas Biomed’s core values and align with strategic goals.

Coach, lead, mentor, and develop a team of Program Managers, Project Managers, and support staff influencing them to take positive action and be accountable for assigned responsibilities.

Lead the development, implementation, and scaling of the PMO structure, including frameworks, processes, and governance.

Establish and enforce project and program management standards, methodologies, and best practices.

Monitor program interdependencies and resolve resource conflicts in collaboration with operational, scientific, and technical leaders.

Provide oversight for resource allocation and project execution across Texas Biomed’s portfolio.

Develop long-term resource forecasting models to ensure the availability of staffing, facilities, equipment, and processes.

Oversee all programs and projects to ensure adherence to scope, budget, timelines, and quality standards.

Implement scalable processes to support project management activities, fostering cross-functional collaboration.

Lead process improvement initiatives using Lean Six Sigma / Lean Enterprise methodologies to optimize workflows and improve the value stream.

Monitor and report on PMO performance using metrics and KPIs, communicating progress to executive leadership.

Serve as the primary liaison between the PMO and institutional leadership, ensuring alignment with Texas Biomed’s mission and goals.

Support Project and Program Managers in sponsor and stakeholder interactions, including regulatory engagements.

Our Ideal Candidate:

Bachelor’s degree in Business Administration, Engineering, Biological/Life Sciences or a related field; Master’s degree preferred

10 years of project and program management experience with at least five (5) years in a leadership role required

Proven track record of managing complex portfolios of programs and projects

Demonstrated success in implementing and scaling PMOs from the ground up 

Experience with Lean Six Sigma, Lean Enterprise, or similar methodologies preferred 

Project Management Professional (PMP) or Program Management Profession (PgMP) certification required 

Lean Six Sigma (Green Belt or Black Belt) preferred

Agile certifications (SAFe, PMI-ACP) a plus

Other Skills:
Expertise in project management methodologies (e.g., Agile, Waterfall, Hybrid)

Proficiency in project and portfolio management tools (e.g., MS Project, Smartsheet, Jira)

Exceptional leadership, communication, and stakeholder management skills

Strong analytical and problem-solving capabilities with a focus on strategic planning, process improvement, and risk management
