Description

We are seeking an experienced Senior Functional Analyst to support the Chief of Naval Air Training (CNATRA) headquarters in Corpus Christi, TX. This key position plays a crucial role in optimizing naval aviation training processes, conducting high-level data analysis, and providing strategic support to senior leadership.

As the Senior Functional Analyst for CNATRA, you will:

  • Conduct in-depth research and statistical/quantitative analysis regarding production and resource utilization through measured interpretation of NAPP NIPDR charts and associated data.
  • Present complex findings, recommendations, and briefs to CNATRA, subordinate commands, and other senior officials.
  • Analyze pilot/NFO/aircrew production barriers to determine and recommend optimum courses of action for senior leadership resolution.
  • Participate in discussion groups, develop formal recommendations, and provide assistance in preparing materials and submissions for the Production Alignment Conference (PAC), monthly Naval Aviation Production Team (NAPT) meetings, and Command directed briefs.
  • Develop, revise, update, and maintain processes and procedures for making adjustments to the Integrated Production Plan due to Senior Leadership decisions and Training Requirements Letter (TRL) changes.
  • Provide SME assistance across the NAPP on semiannual WebIPP version development, including initial setup, user training, and validation of unit inputs.
  • Collect, review, and analyze narrative, historical, and statistical data for preparation of management briefs and study reports.
  • Develop, standardize, update, and maintain training curricula for NAPP processes/systems and provide ad-hoc NAPP training to personnel involved in the NAPP.
  • Develop, update, and maintain historical events tracking system and NAPP Taxonomy.
  • Provide subject matter expertise to the NIPDR software update process.
  • Conduct liaison across Task Groups and other NAPT stakeholders to ensure communication barriers are identified and removed.
  • Perform quality control of NAPP production data via periodic review of database and metrics.
  • Ensure NIPDR data matches Corporate Enterprise Training Activity Resource Systems (CeTARS) data and the Marine Corps Training Information Management System (MCTIMS).
  • Support CNATRA-specific initiatives and requirements as they relate to naval aviation training production and resource management.

Requirements

Detailed Job Requirements:

  • Bachelor's degree required, Master's degree desired.
  • Minimum of five (5) years of aviation-related production and leadership experience with the US Military in either an active duty, reserve duty, or civilian role.
  • Secret security clearance (eligible).
  • Aviation Production Tour or civilian employment in Military Training Command or Fleet with detailed knowledge of NAPP.
  • Advanced level of knowledge in Microsoft Excel, PowerPoint, Microsoft Access, and Power BI.
  • Program Management Professional (PMP) certification or Lean Six-Sigma certification desirable.
  • Strong analytical and problem-solving skills with the ability to translate complex data into actionable insights.
  • Excellent verbal and written communication skills, including the ability to present to senior military leadership.
  • Experience in project management and cross-functional team coordination.
  • Ability to work independently and collaboratively in a team environment.
  • Willingness to work on-site at CNATRA headquarters in Corpus Christi, TX, with potential travel to other Naval Air Stations.
  • Flexibility to adapt to changing priorities and manage multiple projects simultaneously.
  • Comprehensive understanding of CNATRA's role in the Naval Aviation Enterprise (NAE) and its relationship with other commands and stakeholders.
