Job Summary:  

The Mayor’s Office of Small & Minority Business Advocacy & Development (SMBA&D) is seeking a Program Compliance Officer II to serve as the Chief of Small Business Advancement Resources.  SMBA&D oversees compliance with the Minority & Women’s Business Program, Baltimore City Code Article 5, Subtitle 28, governing Minority Business Enterprises (MBE) & Women’s Business Enterprises (WBE).  The Minority & Women’s Business Program requirements are applicable to all City contracts.  SMBA&D additionally operates the MBDA Advanced Manufacturing Program, Baltimore Main Streets Program, and provides small business advancement resources.                  

The key responsibilities of this position are to assist businesses with strategic consulting, becoming bankable & securing capital, identifying grant funding opportunities, identifying SMBA&D resources and partner resources to assist, & developing our business resource ecosystem.

Essential Functions:

  • Conducting initial intake of businesses to determine business needs & appropriate internal SMBA&D & external resource partners to assist for advancement.
  • Assist in developing our business resource ecosystem, including coordinating resource curriculum for ideation, start-up, mid-stage, and mature businesses.
  • Identify grant opportunities for local small businesses.
  • Identify & develop additional webinars, speakers, & events.
  • Work collaboratively with Deputy Director for Small Business Advancement.
  • Place a strong emphasis on innovation & technology in our delivery of resources & in the business community.
  • Utilize strategic planning to develop short and long terms goals for business advancement.
  • Identify funds that SMBA&D may seek to provide additional business resources.
  • Advise businesses regarding credit denial & steps to become bankable.
  • Advise businesses regarding commonly applicable insurance and bonding requirements & provide referrals for-bonding, insurance, loans, grants, and credit counseling programs.
  • Advise on the creation of business organizations.
  • Interact with entrepreneurs regularly to monitor usage of the network and identify gaps in our services.

Minimum Qualifications:

  • Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.
  • Knowledge of the basic principles of accounting, budgeting, fiscal controls and statistics.
  • Knowledge of management practices and methods.
  • Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to interpret and apply City Code, a variety of laws, rules, regulations, standards and procedures.
  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statements.
  • Ability to speak and testify effectively before governmental and legal bod
