GENERAL DESCRIPTION:

This position will manage Wyoming’s Agreement State Program, including the Source Material and Uranium Recovery Programs (SMURP). These programs are within the Department of Environmental Quality, Land Quality Division. This position will be responsible for managing SMURP staff and overseeing the regulation of uranium recovery and source material facilities within the State to ensure the protection of human health and the environment.

- Implement plans and goals of the Wyoming/NRC Agreement State Program, ensuring that the DEQ mission is met.
- Organize, plan, and oversee all SMURP staff activities.
- Assign staff to coordinate and oversee the licensing process and initiate and track enforcement actions
- (Conference and Conciliation, Notice of Violation, Order, Settlement Agreements, etc.).
- Serve as lead on all Bond Forfeiture proceedings that occur within the Program.
- In cooperation with the Administrator, develop and revise policies, rules, regulations, and guidelines, and engage in planning efforts, budget matters, and personnel issues.
- Provide project management for special projects, including researching, editing, planning, and presenting results.
- Assist the LQD Administrator in budget preparation and budget management.
- Monitor Federal legislation and administrative activities relative to land quality and mining issues.
- Consult with legislatures, attorneys, engineers, and the public regarding land quality and mining issues.
- Represent the SMURP by consulting with high-level officials in industry, at other state agencies, in the federal government, in non-governmental organizations, and with members of the public.
